BACKGROUND

Purpose of Activity/ Assignment:

The Humanitarian Evaluation Effectiveness Portfolio (HEEP) within the Evaluation Office will be managing several L3 evaluations during the second half of 2025 and 2026. These include evaluations of UNICEF’s L3 (Level 3) responses in State of Palestine (SoP) and Lebanon. Aligned with EO’s vision to deliver more cost-efficient evaluations and ensure rapid turn-around of evaluation deliverables and in light of the limited capacity within HEEP to complete all the activities included in its work plan, EO is currently seeking a Humanitarian Evaluation Consultant (Senior Level) to co-lead the evaluation of the UNICEF’s L3 response in Lebanon and to contribute to the evaluation of the UNICEF’s L3 response in SoP. Under the supervision of the EO’s Senior Evaluation Specialist (Humanitarian), the consultant will provide technical support to the conduct of these two humanitarian evaluations and help strengthen the overall quality and utility of humanitarian evaluations across UNICEF

Scope of Work:

The consultant is expected to support the Humanitarian Evaluation Effectiveness Portfolio (HEEP) within the Evaluation Office by undertaking the following tasks:

• Support the Team Leader of the L3 SoP and L3 Lebanon evaluations with the coordination of fieldwork and the consolidation of the different team members’ inputs;
• Serve as the Focal Point for the L3 Lebanon evaluation;
• Conduct qualitative data collection and analysis during the L3 SoP and Lebanon evaluations;
• Write up sections in the L3 SoP and L3 Lebanon evaluation reports with a clear narrative, robust evidence base and actionable recommendations;
• Provide support to the delivery of evaluation learning and dissemination events to foster dialogue, reflection and uptake of key lessons generated during the L3 SoP and the L3 Lebanon evaluations

Qualifications

Education: 

Advance University Degree (Masters) in Social sciences/Human Rights or related field

Knowledge/Expertise/Skills required *:

1. At least 20 years of demonstrated experience conducting/ contributing to multi-disciplinary humanitarian evaluations and/or research assignments, including at the interagency level (e.g., IAHE);
2. Demonstrated knowledge of evaluation methodologies and mixed-method approaches;
3. Experience with in-person and remote data collection in the Lebanon and the rest of the region;
4. Proven track-record of desk reviews and structured analyses of secondary evidence;
5. Very good understanding of the historical and cultural dynamics underlying the emergencies in the SoP and Lebanon;
6. Strong ability to rationalize and process quantitative and qualitative data, including through the use of dedicated analytical tools and software;
7. Ability to integrate gender, age, disability, and other equity considerations into evaluation design, data analysis, and reporting;
8. Experience mentoring or supporting evaluation teams, including junior evaluators or national consultants, to build local capacity;
9. Knowledge of the UN system, UN programming and UNICEF emergency responses considered a plus
10. Solid analytical, communication and drafting writing skills in English and French and basic knowledge of Arabic required.
11. Very good oral and written communication skills in English (writing and presentation/dissemination), with proven experience in writing clear, neutral technical and evaluation report covering complex and sensitive issues

• • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.

  • Any other estimated costs: visa, health insurance, and living costs as applicable.

- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
