The M&E Associate has an essential role in the implementation of the Country Strategivc Plan at the Country Office (CO) and field levels. The staff member coordinates and conducts data collection activities related to WFP’s programme implementation and ensures this data is submitted for further analysis and disseminated through appropriate channels to inform operational decision-making and strategic reorientation. The M&E Associate will work under the guidance and supervision of the Head of M&E at country office level and will perform the following responsibilities

ORGANIZATIONAL CONTEXT [to be completed by the recruiter]


This position is based in Maseru and reports to M&E/VAM Officer.

THE ROLE: To provide effective specialized support and technical analyses to policy and program activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):

  • Ensure the Country Office meets corporate Monitoring and Evaluation (M&E) standards in monitoring activities, including standard operating procedures (SOPs), the Corporate Results Framework (CRF), other corporate monitoring guidance as well as data protection and privacy policies. Maintain close communication with CO M&E team for latest guidelines, updates and support.
  • Continuously identify evidence needs in consultation with technical units and ensure gender, disability, protection and other inclusion issues are mainstreamed in all M&E work as appropriate
  • Ensure that programme staff are familar with the M&E logframe and indicators for effective monitoring and use of information generated.
  • Facilitate the collection output, process and outcome monitoring data, including activity implementation monitoring, Post-Distribution Monitoring, retail performance monitoring, surveys and qualitative monitoring methodologies (i.e., Key Informant Interviews, Focus Group Discussions), using questionnaires and question guides developed by the CO.
  • Support the design of questionnaires, question guides and data analysis plans for M&E field staff for specific information needs.
  • Keep track of monitoring visits and coverage, ensuring that all activity sites for different CSP Actvitities are monitored at least once a year, with more frequent visits to priority sites. Report actual monitoring visits to CO on monthly basis.
  • Ensure data collection by WFP staff or partners is supervised. Conduct regular data quality checks at different stages of the monitoring cycle, ensuring that monitoring data and reports are timely, complete and of high quality.
  • Verify, clean, analyze, interpret and visualize monitoring data according to information needs of different audiences.
  • Use an escalation system for reporting on issues, assigning focal points to take action and tracking actions taken.

QUALIFICATIONS AND EXPERIENCE:


Education: A post-secondary diploma in the related functional area.


Experience: Six or more years of progressively responsible work experience in the relative business stream with experience in general administrative work.

Knowledge and Skills:


• Has worked with technical teams (i.e. nutrition, VAM, etc.).

• Has contributed to implementation of programs

• Has observed or assisted with policy discussions.


Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.
