Where you come in:
Reporting to the Country Director, the Director Advocacy, Communications and Stakeholder Engagement is a member of the Senior Management Team (SMT) responsible for delivering advocacy, communication, and partnership strategies that inspire positive changes for children in Vanuatu. The role will lead on stakeholder engagement with local, provincial and national partners to drive the agenda for children in Vanuatu. Working collaboratively with the Country Director, Director Program Operations, and the Director Program Development and Quality, this role will make a significant contribution to an improved social, policy and legislative environment that protects the rights of children in Vanuatu.
You will make an Impact by:
Advocacy:
- Build relationships with critical advocacy actors to identify opportunities for working together.
- Link local to national and global level advocacy efforts, supporting localization and influencing policy development.
- Externally represent Save the Children in key forums and support the placement of senior staff in public forums and platforms.
- Develop advocacy plans in line with organizational strategy targets, identifying policies with the potential to achieve the change needed.
- Set clear and measurable indicators for tracking progress in advancing advocacy.
- Produce evidence-based advocacy recommendations from program and policy research to inform strategies and policy asks for children.
- Facilitate children’s meaningful engagement in policy analysis and strategy including their safe participation in political forums and public spaces, including through initiatives such as Next Gen and SHIFT.
- Support the program teams to implement advocacy activities taking advantage of key moments to deliver on the country office advocacy objectives.
- Build and maintain effective, collaborative relationships with Save the Children’s Australia Policy Unit, and the Pacific Region, to ensure common messages and effective advocacy efforts.
- Support engagement in regional and global advocacy efforts through contribution of stories, videos, photos etc. to highlight Country Office achievements.
Public Policy Analysis:
- Use evidence from programs to inform and make recommendations to improve policy discussion.
- Support engagement in public policy process.
- Actively engage with the political and policy environment and tailor messaging from research findings to the stakeholder audience.
- Provide thought leadership to the wider sector drawing from evidence to lead sector wide recommendations.
Public Engagement
- Select and use most appropriate means of communication to engage with relevant audiences and supporters
- Work with multiple stakeholders to identify, develop and deliver a public engagement plan
- Engage and motivate stakeholders to raise awareness and take action that influences decision makers
- Track and assess the impact of engagement messages to target audience to ensure greatest impact and clear links to actions or changing behavior/social norms
- Leverage the organization’s influence to support political and public engagement on child related issues using all channels
- Support the management of key high level visits including donor, government, and Save the Children Australia Executive staff, in coordination with SMT
Campaigns:
- Work with multiple stakeholders to identify campaign issues and support development and delivery of plan.
- Produce analysis of issues, potential solutions, existing policy and resourcing, of the political context and barriers to change.
- Create and deliver a campaign plan with internal and external stakeholder.
- Identify relevant communications and media to create awareness in the public or targeted audience.
- Lead planning and delivery of a campaign with clear plan and multiple partners with public engagement and influencing decision makers
- Oversee processes to recruit and retain public supporters including children to ensure their messages and asks reach relevant decision makers
- Leverage the organization’s influence and child campaigning to gain access and promote change in the policy and public sphere
Child Campaigning:
- Ensure safe, meaningful and ethical participation of all children
- Promote children’s participation in wider decision-making and to develop their own relevant campaigns
- Support the capacity of children to convene, design and implement their own campaigns at local, national and international levels
- Make the most of opportunities to amplify children’s voices in the public sphere
- Build and maintain relationships with partners responsible for ensuring child rights
- Promote the active participation of the most vulnerable children, making sure that their voices are heard and acted on
- Develop or improve projects to promote advocacy designed and conducted by children
- Build and strengthen accountability mechanisms that systematically include children’s participation
- Advocate for legal frameworks that guarantee children are free to express their views and take part in decisions that affect their lives
Awareness Raising:
- Understands the public discourse and motivation/ context for levels of awareness
- Develop targeted communications plans to engage strategic audiences with tailored messages using all channels
- Drive media engagement – in all mediums – to ensure well informed representations are available to the public
- Track and assess the impact of communications messages to ensure greatest impact
- Understand the messages and reasoning that are most likely to persuade the relevant audience to support courses of action that will impact children
Communications and Media:
· Oversee the development and implementation of the Communications Strategy, guidelines and action plan for the Country Office.
· Oversee the development and dissemination of humanitarian and development situational reports/materials.
· Oversee the review and presentation of stories, photos, messaging, fact sheets and multimedia products for targeted audiences.
· Lead the development of a media strategy/guidelines to guide the engagement of Save the Children.
· Oversee the development of all internal communication and promotional materials including leaflets, fact sheets, info graphics, creative audiovisual information.
Partnerships & Networks:
- Apply organizational partnership principles and agreements to drive high quality partnerships.
- Engage effectively with a range of partners including government, donor, civil society, academic and private sector stakeholders through effective liaison and collaboration.
- Strengthen capacity of others to apply partnership principles in practice.
- Promote working with diverse partners as critical to delivery.
- Promote the unique role of Save the Children in partnerships to promote the rights of children.
- Lead formal and informal engagement with diverse, strategic partners based on shared, long-term visions.
- Proactive in shaping donor agendas in support of child rights.
- Closely monitor partnerships to ensure they satisfy standards of good organizational practice and meet agreed results.
- Seek opportunities to provide capacity strengthening for local partners to improve outcomes and sustainability of organizations.
Strategy and Leadership:
- Contribute to the leadership of the Vanuatu Country Office.
- Support the development of an organizational culture that reflects our dual mandate values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and frees up our people to deliver outstanding results for children and excellent service for our members and donors.
- Develop and implement comprehensive change management strategies, conducting impact assessments to identify risks, and fostering a culture of openness and resilience within the organization.
- Provide coverage for the Country Director as required.

- Manage the performance of staff through established People and Culture procedures.

Humanitarian Support:
- Support disaster response efforts in line with emergency preparedness and response plans.
- Participate in disaster response simulation activities.
- Provide assistance to humanitarian activities as required.

This role requires:
Essential knowledge or experience:
- At least 5 years of senior program management or operations management experience, including experience in directing and implementing programs for children in development contexts,
- Demonstrates understanding of a public policy process, the key inputs into the process and opportunities for influencing change
- Demonstrates knowledge of political process
- Demonstrates ability to be a strategic influencer, championing children’s voices in advocacy
- Ability to work in a complex organization structure.
- Demonstrated experience in upskilling staff
- Demonstrated positive management skills
- Proven sound strategic thinking and planning skills, including ability to think creatively, Analyse and be innovative, set priorities, manage work plans and evaluate progress.
- Highly developed relationship building, negotiation and interpersonal skills including with government personnel and development partners
- Highly developed verbal and written communication and presentation skills.
- Fluency in English and Bislama. Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
Required qualifications and/or accreditations:
· Tertiary qualification/s or experience in a relevant and related discipline in social and international development
