Context

The International Organization for Migration (IOM) is the UN Migration Agency. With 175 member states it is committed to the principle that humane and orderly migration benefits migrants and society. Established in 1951 and now active in over 400 field locations worldwide, IOM works with partners, government and civil society to: 1. Assist in meeting the operational challenges of migration and human mobility; 2. Advance understanding of migration issues; 3. Encourage social and economic development through migration; and 4. Uphold the human dignity and well-being of migrants and mobile populations.

IOM has been working on migration, environment, climate change and disaster risk reduction for over 30 years. IOM’s activities strengthen the policy environment for climate change and disaster risk reduction, bolster local and national capacities to prevent and prepare for disasters and related population movements, provide emergency assistance and protection where displacement cannot be avoided, and foster post-disaster recovery solutions and long-term resilience-building.

In line with the IOM Institutional Strategy on Migration, Environment and Climate Change 2021-2030, the Organization pursues three broad objectives in managing environmental migration, intervening at each stage of the migration cycle: 1. “Solutions for people to move” - Managing migration in the context of climate change, environmental degradation, and disasters due to natural hazards. 2. “Solutions for people on the move” - Assisting and protecting migrants and displaced persons in the context of climate change, environmental degradation, and disasters due to natural hazards. 3. “Solutions for people to stay” - Making migration a choice by building resilience and addressing the adverse climatic and environmental drivers that compel people to move.

Under the overall supervision of the Chief of Mission (CoM), and the direct supervision of the Programme Coordinator (Regional Transition and Recovery), and in close coordination with the relevant Regional Thematic Specialist (RTS) at the Regional Office (RO) for East, Horn and Southern Africa (EHSA) and relevant Divisions/Departments/Units at Headquarters (HQ), the Programme Officer (Disaster Risk Reduction and Climate Change Adaptation (DRR CCA)) will support and coordinate the development, implementation, monitoring and reporting activities of the Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) Programme in Burundi.

1. Support the Programme Coordinator in the overall planning, management, implementation and monitoring of the Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) programming in Burundi, including all financial, administrative, and technical aspects, in compliance with IOM policies and standards, donor requirements, agreed timelines, and deliverables.

2. Contribute to strengthening and maintaining effective partnerships and coordination mechanisms with Government entities, national authorities, donors, development partners, United Nations agencies, implementing partners, and civil society organizations.

3. Provide operational guidance and technical supervision to the programme staff, assisting on programmatic strategy and implementation. Monitor project progress specifically aimed at providing recommendations to the supervisor to increase effectiveness.

4. Provide technical inputs to strategic planning, project development, resource mobilization efforts, and the identification of opportunities to integrate DRR, CCA and human mobility into broader national policies and frameworks.

5. Coordinate the organization of capacity-building activities, workshops, and training sessions aimed at strengthening national and local capacities on DRR, climate adaptation, early warning systems, and community-based preparedness and recovery initiatives.

6. Participate in relevant UN working groups and activities to encourage the mainstreaming of DRR, CAA and migration related issues into the United Nations Sustainable Development Country Framework (UNSDCF) and related implementation processes.

7. Coordinate and facilitate the integration of gender-responsive and inclusive approaches within all programme components, emphasizing the active participation of women, youth, and marginalized groups.

8. Ensure adequate information management on programme related activities including awareness raising, visibility, and advocacy efforts, ensuring effective dissemination of programme achievements and lessons learned to various stakeholders, in close coordination with IOM’s Public Information Department.

9. Provide technical and operational support to the Programme Coordinator and support the RE2CLID Cluster 1 coordination, fostering effective collaboration and communication between country-level stakeholders and the regional Cluster team.

10. Draft and produce progress reports, briefings, and other communication materials, ensuring accurate documentation of programme achievements, challenges, lessons learned, and best practices.

11. Participate in relevant conferences, steering committees, working groups, as well as other forums, to facilitate coordination and presentation of IOM activities and contribute to the preparation and presentation of advocacy materials for the integration of climate-related human mobility into broader policy, humanitarian, and development agendas.

12. Undertake duty travel as required to support implementation, coordination and monitoring activities for programme implementation.

13. Perform such other duties as may be assigned.

Education

  • Master’s degree in International Development, International Relations, Social Sciences, Environmental Sciences, Disaster Management or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in disaster risk reduction, climate change adaptation, early warning systems, emergency preparedness, and/or community-based resilience programming;
  • Experience in project management, implementation, coordination, and monitoring;
  • Experience liaising with government authorities, donors (including the European Union), and national/international partners;
  • Experience in policy engagement and representation with national authorities, UN partners, inter-agency coordination groups, NGOs and CSOs preferred;
  • Work experience in the EHSA region is an advantage;
  • Working experience with IOM's PRIMA system is an advantage; and,
  • Experience in working on and coordinating regional programming is an advantage.

Skills

  • Knowledge of UN/IOM’s regulations, policies and procedures;
  • Knowledge of migration in relation to environmental degradation, climate change, hazard typology, disaster risk, and exposure of human settlements;
  • Knowledge of international fora and policy processes related to migration, climate change, disaster risk reduction, and environmental governance, including key frameworks such as the UNFCCC, Sendai Framework, UNCCD, and CBD;
  • Knowledge of community-based planning, disaster risk management strategies, and resilience-building approaches, including project development and implementation;
  • Proficient in the analysis and interpretation of complex quantitative and qualitative data to support evidence-based programming and reporting;
  • Familiarity with IOM and UN rules and regulations, including programme and project implementation standards;
  • Demonstrated knowledge of project budgeting, financial oversight, and donor compliance, particularly with EU-funded actions;
  • Excellent writing, communication, negotiation, and presentation skills, including the preparation of technical and strategic documents for internal and external audiences; and,
  • Strong organizational, coordination, and creative problem-solving abilities, with attention to detail and the capacity to manage multiple priorities.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and French is required (oral and written).

Working knowledge of another official UN language (Arabic, Chinese, Russian and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
