The Program for HIV and AIDS under the Health System and Population Studies Division (HSPSD) at icddr,b provides good quality HIV prevention services to key populations at risk of HIV infection since 2010. This has been made possible by working with the Government of Bangladesh (GoB), donors, NGOs and CBOs. Recently, the Program for HIV and AIDS has taken several initiatives to reach Hard-to-reach community groups with an innovative service delivery approach.
Key responsibilities:
The Assistant Manager, M&E and Learning will report to the Senior Manager (M&E), work as a community led monitoring (CLM) coordinator and will be responsible for planning, organizing, supervising and implementing the CLM activities, and overall supervision and monitoring, and maintaining the optimum quality of the CLM services of the Global Fund project to achieve the project goals and objectives following the project protocols and maintaining the organizational values and guidelines.
The specific areas of responsibility are detailed below:
- Oversee the implementation of CLM activities, ensuring alignment with the program’s goals and objectives;
- Conduct regular field visits to monitor program activities and provide technical support to ensure data quality;
- Coordinate the collection of data from the community, ensuring accuracy and comprehensiveness;
- Analyze data to identify trends, gaps, and areas for improvement;
- Engage with community members and other stakeholders to gather feedback and ensure their voices are incorporated into program modifications and implementation;
- Prepare reports on findings from CLM activities and advocate to national stakeholders for changes based on community feedback to improve service delivery;
- Share key findings with Sub-Recipients (SRs), Sub-Sub Recipients (SSRs), program managers, and other stakeholders to ensure community-centered interventions;
- Build capacity by training and supporting community members and stakeholders in CLM processes and data management;
- Establish and manage mechanisms for ongoing community feedback to ensure continuous program improvement;
- Prepare and submit reports to donors on a quarterly or bi-annual basis;
- Organize and lead Community Consultative Group (CCG) meetings and site dialogues, collaborate with stakeholders to establish formal data collection agreements, enhance project visibility, promote national ownership, and utilize data insights for targeted advocacy.
Required qualification and experience:
- MPH from any reputed institution;
- At least 08 years of working experience in M&E, especially with key populations (gender and sexually diverse populations).
Location: Dhaka (with frequent field visit throughout the country.)

Contract type and duration:
- Fixed-term basis for 1 year with a possibility of extension, subject to the availability of funds and performance.
Salary & benefits:
- Annual Tk. 1,608,570/- inclusive of house rent, conveyance, and other admissible benefits;
- 14.8% provident fund contribution, income tax paid by icddr,b, children allowance @Tk.1,917/- per child per month, festival bonus, contributory healthcare support including dependent spouse and children, group life insurance, and subsidized canteen. Transport and daycare facilities are subject to space availability.
