Our Work In Sierra Leone:

Partners In Health (PIH) began supporting the government of Sierra Leone in response to the Ebola epidemic in October 2014. Recognizing the large need for continued investments in the health system after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of Health and Sanitation (MOHS), guided by the same principles as our emergency response and our work around the world: public sector accompaniment, integrated and comprehensive services, social justice, nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In the aftermath of the epidemic, PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, from the community level to the health centre and to referral hospitals.

Position Overview

The Maternal Centre of Excellence (MCOE) is projected to significantly enhance maternal and neonatal health outcomes while simultaneously generating long-term socio-economic benefits such as employment opportunities and localized economic growth. To accurately assess these effects and guide program adjustments, a robust project evaluation is essential.

As a result, conducting the baseline survey will be crucial, serving as a foundation for measuring the effectiveness and impact of the MCOE project during mid-term and end-line evaluations. This baseline survey will provide a more comprehensive assessment (Structure-Process-Outcomes) of the current situation, supplementing the evidence obtained from routine clinical data collected from Koidu hospital and the DHIS2 records. The results of the baseline survey will also enhance the body of scientific knowledge, potentially benefiting future projects and interventions.

The field based supervisor (s), the Research Unit, and the enumerators will coordinate, and ensure the timeliness and quality implementation of the MCOE Baseline survey exercise of respondents is properly managed.

The enumerators will administer the survey questionnaire at each household based on sampled segment, and detailed notes where possible for things not clearly heard or understand from the respondent (s) should be documented.

Essential Duties and Responsibilities:

  • Responsible for Administering community and facility surveys at catchment areas in Kono district
  • Required to travel across the district to administer surveys in catchment areas in Kono district
  • Administer survey questionnaires with android based applications (CommCare) at selected community and facility in Kono district
  • Ensured completeness and accuracy of the data, and document where possible, for things not clearly heard or understand from respondents
  • Ensure confidentiality at all levels and understand that data collected is own by PIH and should not be share with any third party without the permission of PIH leadership. Enumerator is expected to sign SHIS Code of Ethics
  • Coordinate and report to the Research Assistant for any difficulties encountered while working in the field
  • Provide daily report on work progress
  • Ensure that practices and activities are in line with PIH Values while interacting with community
  • Ensured data collected are synced/uploaded to the cloud on a daily basis
  • Logistics such as Mobile tablets would be handed over to each enumerator for data collection during this exercise. The enumerator will bear full responsibility of these mobile tablets.

Education and Work Experience Requirements:

  • Minimum qualification: West Africa Senior Secondary School Examination (WASSCE), Diploma preferably
  • Experience in conducting DHS survey and any other community or health facility level survey
  • Proficient with the use of android based application (CommCare)
  • Excellent verbal and written communication skills, including ability to effectively communicate challenges faced at the field during data collection.
  • Must be able to work under pressure and meet deadlines, while maintaining a positive attitude.
  • Ability to work with a team to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices

Ability to write situational report and presentation.
