Economic Recovery and Development (ERD)

IRC has over 10 years of experience in Syria implementing cash, agriculture, and livelihoods programming, and was one of the first organizations to use cash transfers, supporting vulnerable communities with MPCT since 2014 in the northwest, and 2015 in the northeast.

Job overview:

The ERD Manager is responsible for overseeing the planning, coordination, implementation, and monitoring of all ERD activities in the designated field location. This includes cash assistance, agriculture, and livelihood programming. The Field Manager ensures strong coordination with local authorities, partners, and internal departments while directly supervising field-based technical teams. The role requires strong operational, leadership, and communication skills to effectively manage day-to-day program delivery in complex, dynamic contexts.

Responsibilities:

Program Implementation & Oversight

  • Lead the day-to-day implementation of ERD activities in the field, ensuring alignment with project workplans and timelines.
  • Oversee cash, livelihoods, agriculture, and vocational training components in coordination with technical leads.
  • Ensure beneficiary selection and registration are conducted transparently and in line with IRC’s SOPs.
  • Support quality assurance of services through regular field visits and technical monitoring.

Coordination & Representation

  • Coordinate with local authorities, community leaders, and other NGOs on program planning and implementation.
  • Represent IRC in local coordination forums, including Livelihoods and Food Security working groups.
  • Support integration of ERD activities with other IRC sectors at the field level.

Monitoring, Reporting & Accountability

  • Work closely with the MEAL team to ensure timely data collection, analysis, and documentation.
  • Contribute to internal and donor reports with accurate field updates and success stories.
  • Ensure community feedback mechanisms are operational and used to inform program improvement.

Operations & Compliance

  • Coordinate closely with supply chain, finance, and HR to support procurement, payments, and recruitment.
  • Ensure compliance with IRC and donor regulations, including proper documentation, asset management, and reporting.
  • Manage program budget lines related to field activities, ensuring spending is in line with plans.

Staff Performance Management, Learning & Development:

  • Hire, supervise, and build the capacity of team members in relevant technical and management competencies.
  • ​Coach, train, supervise, and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Approve and manage time, attendance, and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission, and carry out probationary reviews.
  • Hold high-quality meetings with each direct report on a regular and predictable basis, minimally on a monthly basis.
  • Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team, and providing guidance on career paths.
  • As required, identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies.
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs of both national and international staff.
  • Look for opportunities to support staff in their career growth, where appropriate.
  • ​Adhere to and act in accordance with the IRC Global HR Policies and Procedures and communicate through word and example a high standard of compliance with all applicable policies and regulations.

Job Requirements:

Education:

  • Bachelor’s degree in Business Administration, Agriculture, Development Studies, or related field or equivalent technical years of experience.

Work Experience:

  • 6 years of field-level experience in humanitarian or development programs, with a focus on ERD, livelihoods, or cash programming.
  • 2 years of experience managing teams and working in complex, insecure environments.
  • Proven ability to coordinate with multiple stakeholders, including local authorities and communities.

Skills and Competencies:

  • Strong leadership, team management, and interpersonal skills.
  • Solid understanding of livelihoods, early recovery, and cash programming.
  • Strong problem-solving, planning, and organizational abilities.
  • Proficient in Microsoft Office; familiarity with Kobo/CommCare a plus.
  • Ability to work independently and under pressure in a challenging environment.

Language / Travel:

  • Fluency in Arabic required; very good in English.
  • Willingness to travel frequently to field locations (Minimum 50%).
