Recognizing the transformative power of procurement to influence financial flows and gender outcomes, the GEA leverages GRP to ensure governments and private sector organizations adopt gender-responsive policies and increase procurement from women-owned, women-led, and gender-responsive businesses.
Reporting to the Economic Empowerment Specialist and in close collaboration with the Partnerships and Resource Mobilization Specialist, the Programme Associate works with and provides support to the members of the Programme Team in the development and implementation of effective initiatives, in line with UN Women rules and regulations. The Programme Associate contributes to research, financial management, and programme implementation, including providing essential operational, administrative, and programmatic support. The role involves close collaboration with operations, programme, and project staff in the Country Office (CO), Regional Office (RO), and UN Women Headquarters (HQ), as required, to resolve complex issues and facilitate the exchange of information.
Scope of Work
1. Provide advanced administrative and logistical support to the formulation and management of a mentorship network and programme:
• Coordinate and provide advanced administrative and logistical support in the preparation of the mentorship network work plans, budgets, and proposals, ensuring alignment with programme implementation arrangements.
• Facilitate the engagement and collaboration of mentors, mentees, and external stakeholders, fostering a vibrant and sustainable mentorship network.
• Support the design, organization, and monitoring of activities related to the mentorship network, including meetings, training sessions, and follow-up with mentors and mentees.
• Coordinate the collection of information, feedback, and data from mentors and mentees to track progress, outcomes, and lessons learned, ensuring proper documentation and reporting.
• Contribute to the design and continuous improvement of mentorship methodologies, guidelines, and tools to enhance the quality and impact of the programme.
• Compile relevant data and information to prepare internal documents, guidelines, briefing notes, and reports on the mentorship network’s performance and progress.
• Maintain updated information and success stories on the mentorship network for use in communications, presentations, and donor reports.
2. Provide advanced administrative and logistical support to the mentorship network operations:
• Oversee all logistical and administrative arrangements for mentorship network meetings, workshops, events, and related missions.
• Coordinate travel arrangements for mentors, mentees, and programme team members, including travel requisitions and claims.
• Prepare and assemble briefing materials, PowerPoint presentations, and other knowledge products for mentorship network activities and events.
• Liaise with mentors, mentees, and external partners to facilitate communication, coordination, and issue resolution.
• Provide guidance and training to Programme Assistants or support staff involved in the mentorship network.
• Support the creation of partnerships with relevant organizations to strengthen the mentorship network and its activities.
• Ensure continuous communication and relationship-building with mentors and mentees to promote commitment and active participation.
3. Provide advanced administrative support to the financial management of the programme:
• Create projects in Quantum system, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project.
• Monitor budget preparation and the finances of programmes/projects; prepare periodic reports; finalize FACE forms.
• Review financial reports; prepare non-PO vouchers for development projects.
• Support the preparation of requisitions, processing of payments to vendors, and follow-up with the operations team to ensure timely and accurate financial transactions related to programme activities.
• Maintain internal expenditures control system; post transactions in Quantum system.
• Create requisitions in Quantum system for development projects; register good receipts in Quantum system.
• Prepare and follow up of cost-recovery bills in Quantum system.
• Assist in the coordination, implementation, and monitoring of annual work plans and budgets.
4. Provide administrative support to Programme Management and Resource Mobilization:
• Provide administrative support in the preparation, review, and processing of programme commitments, ensuring compliance with UN Women rules, policies, and procedures.
• Organize, compile, and process information from programme teams and donors as inputs for databases, reports, and strategic planning documents.
• Prepare background materials and presentations to support programme implementation, and events and meetings coordination.
• Prepare cost-sharing and other agreements; follow up on contributions within the CO resource mobilization efforts.
• Contribute to donor reporting by consolidating results, success stories, and lessons learned from the mentorship network and programme activities.
5. Facilitation of knowledge building and knowledge sharing:
• Support synthesis of lessons learnt and best practices related to programme management and finance.
• Coordinate the organization of training for the office personnel and partners on programme and operations-related issues.
• Document and share good practices and innovations emerging from the mentorship network to strengthen learning and replication.
6. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Minimum Qualifications
Education and Certification:
• Bachelor’s degree in Business Administration, Public Administration, or related field is required.
• Master’s degree in Development Studies, Public Policy, or other related field is desirable.
Experience:
• Minimum 7 years (with Secondary Education) or 4 years (with a Bachelor’s degree) of progressively responsible experience in administration or programme management/support, with a focus on women’s economic empowerment, is required.
• Experience in capacity-building initiatives for women entrepreneurs, including support to women-led businesses and coordination with public, private, and entrepreneurial ecosystem stakeholders.
• Experience in coordinating or facilitating mentorship/coaching processes or business advisory programmes for women is an asset.
• Experience in the use of a modern web-based ERP system, preferably Oracle Cloud, is desirable.
• Knowledge of the Chilean entrepreneurial ecosystem is considered desirable.
Languages
• Fluency in English is required.
• Fluency in Spanish is required.
Other Requirements:
The person to be hired must be a Chilean citizen (natural or legal), or foreigner with permanent legal residence and valid work permit to remain and work in Chile for the duration of the contract.
