The Position:
Rwanda has made remarkable progress in socio-economic transformation guided by Vision 2050 and the National Strategy for Transformation (NST2). Population dynamics—including fertility, mortality, migration, urbanization, and demographic transition—remain at the heart of sustainable development.
The Government of Rwanda, led by the Ministry of Finance and Economic Planning (MINECOFIN), in collaboration with stakeholders including NISR, MINISANTE, MIGEPROF, MINEDUC, MOYA, and MINALOC, is embarking on the development of the National Population Policy (NPP). The new policy will align with national priorities and global commitments such as the Sustainable Development Goals (SDGs), AU Agenda 2063, and the ICPD25 Programme of Action.
The Government of Rwanda recognizes the crucial interplay between population dynamics and sustainable development. To effectively address current and future demographic trends and ensure alignment with national development goals, the government is committed to developing a comprehensive National Population Policy. This policy will serve as a guiding framework for interventions aimed at improving the quality of life of all Rwandans, promoting socio-economic progress, and ensuring environmental sustainability.

Job Purpose:
Facilitate the development of the first ever Rwanda National population policy to achieve a sustainable and balanced population dynamic that enhances the overall well-being, quality of life, and human rights of all individuals, while supporting long-term economic prosperity and environmental sustainability and aligning population needs with national priorities.
You would be responsible for:
The international consultant will spearhead a team of two national consultants, overseeing all project activities and upholding the highest standards of quality across all deliverables. This individual will also act as the main point of contact, ensuring seamless communication and coordination among MINECOFIN, UNFPA, and the project team.
He will do the following-in collaboration with the local consultants
Lead local consultants in organization and facilitation of workshops, technical meetings, and validation sessions in collaboration with MINECOFIN personnel.
