About the job
The Humanitarian Mine Action Coordinator will be based in Tunis, covering Algeria, Tunisia and Libya, but with a primary focus on Libya, where DRC-HMA currently operates and has future projects. The HMA Coordinator’s key responsibility will be to supervise DRC local partners’ implementation while working on DRC strategy and representation tasks to facilitate humanitarian mine action operations. This will include coordinating all activities related to partnerships between DRC and other identified HMA partners in Libya, ensuring effective collaboration and alignment. The HMA Coordinator will serve as the focal point for partnership-related activities, ensuring that all stakeholders are engaged and that operations align with DRC's strategic objectives in Libya, particularly in the areas where mine action operations are active and planned.
Your main duties and responsibilities will be:
Liaise and coordinate with local authorities, communities, local stakeholders, and the National Mine Action Authority (LibMAC) to facilitate humanitarian mine action (HMA) operations and to ensure compliance and smooth implementation of activities.
Serve as the focal point for all partnership-related HMA activities in Libya, ensuring effective collaboration between DRC and its partners.
Supervise and support community liaison officers assigned to DRC sub-offices.
Representing DRC in official meetings, working groups, and coordination forums related to HMA and humanitarian response when required, including engaging with LibMAC, stakeholders, and implementing partners.
Provide relevant updates and information related to the Program.
Ensure proper coordination with security authorities, area management, and the DRC safety department to assess security risks and prevent operational disruptions caused by external forces.
Obtain necessary facilitating letters and permissions from relevant government bodies (LibMAC, police, military) for operational activities.
Conduct training for national staff and DRC partners on liaison-related tasks as required by the OM.
Before teams deployment, gather operational details from the OPS department and communicate them to local communities.
Contribute to policy papers, briefings, and donor reports on HMA progress and challenges in Libya.
Organize meetings with district and provincial authorities to discuss project strategies and targets before activity commencement.
Support and coordinate all capacity-building activities between DRC and partners . Oversee and assist with all reporting related to partnerships.
Maintain effective communication and coordination with other HMA interventions and partner organisations.
Work closely with the area manager, support services, information management, and the DRC security department to ensure smooth operations.
Document and share lessons learned from HMA operations to improve efficiency, safety, and community impact.
Support the OM and security team in responding to security incidents, accidents, or operational disruptions affecting HMA activities.
Be aware of security alerts and evacuation routes in case of security threats.
Undertake any other tasks assigned by the Operations Manager or Program Managers.
About you
To be successful in this role, we expect you to have a minimum of 3 years’ experience in coordinating HMA activities.
Moreover, we also expect the following:
Required
Strong background in engaging with government authorities, national mine action authority (LibMAC), local security forces, ministries, community leaders, INGOs/NGOs, UN agencies, and implementing partners.
Knowledge of conflict dynamics and security protocols, and experience in mitigating risks to personnel and operations in high-risk environments.
Proven ability to compile and provide detailed reports on mine action progress, challenges, and operational impact for internal and external stakeholders.
Strong interpersonal, communication, and negotiation skills are essential for representing DRC in meetings and coordinating with authorities, partners, and stakeholders.
Understanding of humanitarian principles, the role of mine action in protection and recovery, and sensitivity to conflict dynamics.
Good background and knowledge in HMA activities
Valid driving license (Category A), with the ability to operate a 4x4 vehicle in the field, following safety and security guidelines.
Advanced skills in MS Office (Excel, PowerPoint, Word) for efficient task management and reporting.
