Job Description
Org. Setting and Reporting
This position is located in the United Nations Office for Partnerships (UN Partnerships). Guided by the priorities of the UN Secretary-General, UN Partnerships is the gateway to the UN system to connect and co-create partnerships to deliver solutions to reach everyone, everywhere. In its role as a connector, UN Partnerships proactively engages, convenes and leverages stakeholders, initiatives and solutions in support of the Decade of Action to keep the promise of the Sustainable Development Goals (SDG). UN Partnerships oversees the UN Fund for International Partnerships (UNFIP), the UN Democracy Fund (UNDEF) and the SDG Advocates programme. The incumbent will support all initiatives of the UN Partnerships and report to the Chief of Service for Trust Funds and Programmes and work closely with other members of the team.
Responsibilities
Within delegated authority, the Management and Programme Analyst will be responsible for the following duties: • Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; capacity building of grantees in project design, negotiation and budget preparation; liaises with relevant parties; ensures follow-up actions. • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. • Researches, analyzes and presents information gathered from diverse sources for adaptation of UNOP projects in support of democracy and mental health. • Coordinates policy development of the UN Secretary-General’s strategic proposal on Mental Health and Psychosocial Support, in collaboration with UN Country Teams, civil society organizations, government entities, and academic institutions, review and analysis of issues and trends, preparation of evaluations or other research activities and studies, • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions to report to Donors. • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Design and support funding mechanisms for external partners advancing mental health awareness and action. • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports • Lead a diverse consortium of stakeholders to establish a knowledge and training hub on mental health in Chad and Lebanon, strengthening partnerships with francophone institutions and networks. • Lead large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries; mentoring programme, programme budget, etc.). • Performs other duties as required.

Education
An advanced university degree (Master’s or Doctorate degree, or equivalent) in business administration, programme management, economics or related fields is required. A first-level degree (bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience
• A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required. • Experience in grant-making, project implementation and evaluation of projects in support of democratic governance and civil society participation is required. • Experience in policy development, advocacy, and inter-agency coordination within complex multilateral environments and coordinating multi-agency and multi-sectoral initiatives within UN system or similar international organizations is required. • Experience scaling innovative solutions, integrating mental health into national systems, and using research to improve programmes and services is required. • Experience building strategic partnerships with public, private sector, governments and civil society organizations in support of programmes on mental health is desirable.
