Organizational Setting and Reporting Relationship

The position of Associate Private Sector Development Officer is assigned to the Viet Nam Resident Mission (VRM) within the Southeast Asia Department (SERD). You will be based at our Resident Mission Office in Hanoi.

You will report to the designated international staff and senior technical local staff.

Your Role

As an Associate Private Sector Development Officer, you will provide in-depth operational and technical support for processing and implementation of private sector development loan/grant and technical assistance (TA) projects funded by ADB in finance, governance, private public partnerships, state-owned enterprises, women entrepreneurship, and related topics under the supervision of the Principal Private Sector Development Specialist.

You will:

  • Support the development and processing of sovereign projects and of non-sovereign projects that VRM is supporting or jointly processing with Private Sector Operations Department (PSOD) by helping conduct due diligence, financial modeling, and discussions and negotiations with clients.
  • Help with the administration and monitoring of loans/grants and TA projects and lead procurement and contract management activities for assigned projects.
  • Review and seek clarification, if required, on Audited Project Accounts and Audited Financial Statements, including Income Statement, Balance Sheet and Cash Flow, of the executing or implementing agencies or clients of ADB projects to monitor financial performance.
  • Support policy dialogue with the government on laws and procedures affecting private sector development; and maintain a network of contacts in government, private sector, civil society and donors beneficial to ADB's non-operations in the sectors.
  • Help manage retrieval, collections, compilation, analyzation and preparation of files or documents, relevant data, translations, tables and charts for reports; and compile and analyze financial information of potential sovereign and non-sovereign clients.
  • Prepare and provide inputs to presentations, case studies and project summaries as instructed; and help prepare knowledge products including working papers.
  • Gather, review, and organize information available from within ADB and from external public sources such as news articles, multimedia, and web sources regarding: (i) parties to a relevant transaction; (ii) relevant jurisdictions and regulatory frameworks; and (ii) activities, rumors, complaints, litigation, investigations, cases, convictions, sanctions associated with or relating to relevant parties.
  • Organize and analyze the information from an integrity and anti-money laundering (AML) and counter-financing of terrorism (CFT) perspective to be reviewed and validated by the Integrity Due Diligence (IDD) team of Office of Anticorruption and Integrity (OAI) and Private Sector Transaction Support Division (PSTS).
  • Perform other tasks as may be assigned and reflected in your workplan.

Qualifications

You will need:

  • Bachelor's degree in engineering, economics, business administration, or other related discipline, preferably with advanced training.
  • At least 5 years of relevant professional experience in similar tasks either with the development institutions, government or private sector.
  • Ability to handle assigned transactions, areas of research, which have well-defined scope and steps.
  • Knowledge in cost-benefit analysis
  • Proficiency in using spreadsheets (can maintain complex spreadsheets) and required information technologies.
  • Ability to work collaboratively with individuals from different cultural/national backgrounds as a constructive team member
  • Ability to liaise and work with government officials within own work location and with colleagues throughout ADB.
  • Excellent verbal and written communication skills in English and the national language.

Additional Information

This is a fixed term appointment with option to renew for an initial period of three years following Section 3.1 (b) of Administrative Order No. 2.01 ("Recruitment and Appointment'). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.

This opening is a local staff position. It is open only to nationals and residents of Viet Nam.
