DUTIES AND RESPONSIBILITIES
Under the supervision and guidance of the WMO Project Manager, the incumbent will perform the following duties:
NCM Saudi Arabia
a. Lead and consolidate assessments of NCM's existing infrastructure, operations, partnerships, and services, including forecasting, hydrology, climate services, IT systems, cybersecurity and IT human capacity, finance, stakeholder relationships, education manpower and training, and quality management, to identify gaps and areas for improvement.
b. Collaborate with stakeholders to create a detailed implementation plan, including budget and timeline, for the NCM Saudi Arabia Modernization project, outlining the utilization of strategic and technical expertise for effective execution of priority activities identified in the NS-FWCS and associated action plans.
c. Lead technical discussions with WMO and NCM to identify and propose project activities to be included in the workplan.
d. Take stock of existing assessments and documents from NCM to avoid duplications with previous, ongoing, and future activities and projects being implemented by the institution.
e. Organize and carry out an in-person workplan validation meeting with NCM stakeholders in Jeddah, Saudi Arabia.
f. Conduct an assessment of the type, coverage, and regulation compliance of existing meteorological stations.
g. Conduct an assessment of operation and maintenance SOPs.
h. Maintain ongoing communication with NCM and relevant stakeholders, providing technical guidance and support to ensure the successful achievement of key deliverables. | QUALIFICATIONS | Education An advanced university degree (minimum equivalent to Master) in the field of meteorology, climatology, hydrology or related field is desirable | Experience - Minimum of 10 years of experience working with National Meteorological and Hydrological Services (NMHSs), with a strong focus on supporting technical and institutional capacity development, strategic planning, and project implementation.
- Prior experience in developing national strategic plans, capacity-building frameworks, and public-private engagement strategies in a meteorological or climate services context is essential.
- Experience in project management is desirable.
- Experience in working with NMHSs in specified regional contexts is highly desirable. | Languages Excellent knowledge of English (both oral and written) is required. Knowledge of Arabic and other official languages of the WMO would be an advantage. (Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.) | |
