UN Environment Programme (Climate Change Division, Mitigation Branch implements the International Methane Emissions Observatory (IMEO) and Oil & Gas Methane Partnership (OGMP), an ambitious reporting initiative to facilitate methane emissions reductions from the oil and gas sector.

The OGMP is a multi-stakeholder partnership working to improve methane emissions reporting. The updated reporting framework (OGMP 2.0) launched in November 2020, is the most ambitious and comprehensive reporting framework for methane emissions from the oil and gas sector. Member companies will report on methane emissions levels from all material sources across the entire oil and gas value chain, including both operated and non-operated assets. OGMP 2.0 is a comprehensive measurement-based methane reporting framework that standardizes rigorous and transparent emissions accounting practices.

OGMP reported data will be integrated by the International Methane Emissions Observatory with other data streams (remote sensing data, scientific measurements data, national inventories).


The Senior Upstream Advisor, with expertise in methane detection, quantification and mitigation in oil & gas upstream assets, is needed to support the engagement of upstream companies in the Partnership, and to provide technical advice and support to the Programme Managers in charge of the OGMP and of the IMEO. The incumbent will be the primary point of contact for selected OGMP 2.0 companies from the upstream segment. The Senior Upstream Advisor will lead the engagement of upstream companies into the Partnership. S/he will organise technical calls with upstream members and potential members throughout the year to advise and support them on technical topics related to sources of methane emissions as well as methane detection, quantification and mitigation technologies and methodologies. The Senior Upstream Advisor will also support companies' recruitment (presentations, company meetings, investor engagement) with a specific focus on the Upstream companies.

The Senior Upstream Advisor will provide technical backstopping to the OGMP team, with focus on data analysis, uncertainty and reconciliation and methane emissions detection, quantification and mitigation technologies. In particular, the Senior Upstream Advisor will work with OGMP member companies on their data methodologies and provides technical feedback to assist their reporting.

S/he will review upstream companies’ implementation plans, provide technical feedback to assist their annual reporting, uncertainty and reconciliation approaches, NOJV engagement plans. S/he will provide inputs and feedback to the development of technical guidelines to assist companies to meet OGMP 2.0 reporting requirements.

The Senior Upstream Advisor will perform the following tasks:

1. Engage in OGMP 2.0 technical work:
  • Provide technical advice to OGMP 2.0 manager and to companies on implementation plans, methane emissions sources, quantification methodologies and technologies
  • Develop written inputs and feedback on deliverables produced by the Task Forces with a focus on upstream sources
  • Provide technical input to the agenda of the OGMP 2.0 annual conference and technical experience-sharing workshops
  • Develop additional guidance to support OGMP 2.0 company meet reporting requirements
  • Participate in technical calls with current and interested upstream companies.
2. Engagement of upstream companies in the OGMP 2.0:
  • Identify opportunities to promote the OGMP 2.0 to upstream companies, with a view to recruit companies in the OGMP 2.0.
  • Contribute to the development of outreach materials targeted to the upstream segment.
  • Participate in calls with interested upstream companies, industry associations, investors, etc.

3. Review, analysis and aggregation of OGMP gas upstream companies’ annual reports covering:
  • Review of company’s implementation plans.
  • Review of technologies methodologies used by OGMP companies, representativeness of collected samples, assess robustness of reconciliation processes.
  • Contribute to the development and update of IMEO methane data platform
4. Contribute technical expertise on methane emissions from the oil and gas sector (upstream) to IMEO’s Methane Alert and Response System and other relevant initiatives.

5. Engage in methane initiatives relevant for OGMP 2.0 (e.g. Methane Guiding Principles, Global Methane Flaring Reduction Partnership, Oil and Gas Decarbonization Charter, etc.).

Education
  • An advanced university degree (e.g. Masters) preferably in environmental sciences or engineering or other relevant fields is required. A first-level university degree (e.g. Bachelor) in the abovementioned fields in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of seven (7) years of relevant work experience with the oil and gas sector, including deep knowledge of upstream installations is required with an advanced degree.
  • Demonstrated expertise with methodologies and technologies for the detection, quantification and mitigation of methane emissions within the O&G industry is required.
  • Experience/knowledge of remote sensing and top-down measurement technologies is desirable.

Language

  • Fluency in English is required.
  • Knowledge of another UN language is an asset.
