Job Description

Purpose of Activity/Assignment:
The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. The past two decades have seen important progress on child rights, yet while much has been achieved, sharp disparities remain. In most countries, inequality is higher today than a generation ago, including in middle income countries where a majority of the world’s poor children now live. These challenges are compounded by the scale and complexity of crises triggered by conflict, natural disasters or epidemics. The global community faces these challenges when the political and economic environments pose challenges of their own, testing the world’s commitment to protecting the most vulnerable. In this environment, strong and consistent leadership of UNICEF is critical to enable the achievement of results for children.
UNICEF in the State of Palestine works to uphold the rights of children to access services and protection, from early childhood through to adolescence. Our objective is to ensure that every child in the Gaza Strip and the West Bank, including East Jerusalem, irrespective of background or circumstance, has an equal chance to fulfill their potential. We are working for every child and young person in the State of Palestine.

Since this current round of the escalation in the State of Palestine began on 7 October, the humanitarian situation for over 2.2 million people, including over 1 million children in the Gaza Strip is catastrophic. The occupied West Bank, including East Jerusalem, continues to face increased violence, including with military operations.
The organization wide L3 emergency was declared on 21 of October 2023 for the period of six months and later was extended to additional six month respond to the unprecedented crisis in the State of Palestine with focus on Gaza strip.

Despite the extreme security situation, UNICEF is in the Gaza Strip, on the ground and working with partners to save children’s lives. Within 6 days of the conflict escalation, UNICEF started delivering cash assistance to the affected population. In ten months, UNICEF has reached almost 800,000 people with multi-purpose cash assistance and sector top ups and plans to further scale up and provide continuous support for vulnerable families. Simultaneously, UNICEF is rapidly expanding its incentive payment for frontline workers in the areas of WASH, Education, H&N, Social and Child Protection.

UNICEF is working in partnership with the Ministry of Social Development and other national actors to ensure that national systems continue to be supported to enable a smooth transition back to them once the situation allows.

In parallel, the situation in the West Bank continues to deteriorate due to increased violence and economic stagnation. UNICEF is planning to support the local authorities and affected families both during crisis and post-crisis early recovery including prioritizing public finance for children, humanitarian cash transfers, and sub-national planning and response.

In the context of a rapid scale up of its cash operations in the Gaza strip and West Bank, UNICEF State of Palestine (SoP CO) is looking for a Business Analyst (International Consultant) to support Cash transfer programme on a wide range of topics.

Scope of Work:
Technical assistance to UNICEF Palestine’s cash unit is provided on beneficiary data management
A. 40 datasets from various sources are created, checked, and verified for payment processing.
- Datasets are cleaned, deduplicated and consolidated into a master dataset for the cash transfer programme. At least 10 datasets are cleaned, deduplicated, and consolidated per quarter into a master dataset for the cash transfer programme.
- Beneficiary personal data are stored and maintained up to date to ensure timely delivery of cash assistance to recipients. At least 10 sets of beneficiary personal data are stored and maintained per quarter to ensure the timely delivery of cash assistance to recipients.
B. At least 8 analytical reports are produced for decision making, reporting and fundraising.
- Regular data analysis is conducted to support reporting, fundraising and programmatic decisions. At least 2 data analyses are conducted per quarter to support reporting, fundraising, and programmatic decisions.

Targeted support to UNICEF Palestine’s Social Policy team is provided to ensure the effective application of the GRM for cash programming:
At least 4800 cases (all levels of complexity) comprehensive are developed (at least 800 cases are managed and followed up bi-monthly, to address requests and complaints received from various channels (500 simple cases, 250 simi-complex, 50 complex).

Evidence is generated to support the preparation, analysis and dissemination of monitoring and thematic reports on cash transfers.
Evidence generation and analysis is provided to at least:
- 4 Post distribution monitoring reports (planning, launching and analysis of RapidPro based surveys),
- 4 messaging campaigns (planning, launching and analysis of RapidPro campaigns)
- 4 result reports (on market functionality and other related areas).

The data management and management information system capacity of the Ministry of Social Development (MoSD Palestine) is strengthened.
6 on the job training (4 days per training including preparation, full training day and reporting) on data analysis and data cross-checking is conducted for the relevant staff of the MoSD.

A common knowledge management an coordination with key interlocutors such as Cash Working Group and National Social Protection Group is strengthened.
Six thematic reports are prepared (e.g. data sharing, e-wallet adoption, market analysis, etc) to enhance the coordination and knowledge management of multi-stakeholder cash programme and emergency response.

Minimum Qualifications required:
- Master’s degree in Economics, Finance, Public Policy, International Relations or related.
- At least 3 years of experience in Cash transfer programmes.
- Experience in Beneficiary Data Management for assistance programmes including humanitarian cash transfers at field level.
- Strong knowledge of the Grievance and Redress mechanism for cash programmes is a strong asset.
- Relevant experience in Emergency contexts is required.
- Experience in working with UN agencies (UNICEF experience preferred) at the interagency level.
- Detailed knowledge of the Project Lifecycle and fluency in project management methodologies.
- High level of proficiency in Microsoft Office.
- Fluency in Arabic and English is required.
