The Organizational Setting
The Capacity Development and Implementation (CDI) Bureau, provides holistic support to States and international organizations to help them achieve compliance with ICAO Standards and Recommended Practices (SARPs) and ensure we advance the overall strategic objectives of ICAO.
The incumbent will report to the Deputy Director of the Capacity Development and Implementation (CDI) Bureau and should have a with expertise in Project Management and Jira. The ideal candidate will have a strong background in gathering business requirements, configuring Jira screens and workflows, and with strong background of project management.
Major Duties and Responsibilities
- Collaborate with stakeholders to reviews, analyses, and creates detailed documentation of business processes across different sections and user needs at the operational and managerial level.
- Lead requirements gathering sessions, translate business needs into technical solutions in Jira.
- Create detailed documentation for Jira workflows, screens, and automations.
- Suggests and assess options for business processes improvement and changes, to be aligned with Jira cloud functionalities and capabilities.
- Understand the current Jira configuration and suggests improvements based on the business needs and gathered requirements.
- Conduct thorough research to find solutions within Jira cloud whenever is required, evaluate apps and recommend the best solutions.
- Asses, recommend and develop user training needs and implement training, accordingly, participating in the development and review of user documentation.
Qualifications and Experience
Essential
- Master’s Degree, preferably in Information Technology, Business Administration, Business Analytics, Management Information Systems, or other relevant discipline is required.
- A bachelor's degree in combination with additional two years of experience may be accepted in lieu of master’s degree.
Professional experience and knowledge
Essential
- More than 5 years of proven experience as a Business Analyst, Systems Analyst with a focus on Jira administration and project management.
- Expertise in configuring and customizing Jira workflows, fields, screens, permissions, and notifications.
- Proficiency in project management tools and techniques, including project planning, scheduling, and resource allocation.
- Excellent analytical and problem-solving skills with the ability to translate business needs into functional requirements.
- Strong communication and interpersonal skills, with the ability to effectively interact with stakeholders at all levels.
Desirable
- Experience in developing using JavaScript and REST API is a plus.
- Project Management certification PRINCE2 or PMP is preferred.
- Knowledge of ERP system is a plus.
Essential
Fluent reading, writing, listening, and speaking abilities in English.
Desirable
A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, or Spanish).
It should be noted that this consultancy is to be filled for a period of 11 months.
