Job Description

Organizational Setting
The Office of Emergencies and Resilience (OER) is tasked with ensuring FAO's support for countries and partners in preparing for and effectively responding to food and agricultural threats and crises. 
The position is located in the Office of Emergencies and Resilience, OER, and based in the FAO Liaison Office with the United Nations in New York, United States.
The FAO Liaison Office with the United Nations in New York (LON) has a lead responsibility in developing and implementing policies that enhance FAO's cooperation with the UN system, capitalizing on synergies between our work and that of other UN bodies, agencies, funds and programmes, and of Members.
In doing so, LON supports decision-making processes carried out at FAO headquarters in relation to developments in the UN system, mainly by representing FAO at working and coordination meetings, liaising with permanent delegations to the UN in New York, and establishing partnerships with relevant institutions in the New York area.

Reporting Lines
The Emergency and Rehabilitation Officer (Liaison Officer) will work under the overall guidance of the OER Director and the direct supervision of the Director, LON.

Technical Focus
The Emergency and Rehabilitation Officer (Liaison Officer) will support the positioning of FAO as a key leader in humanitarian and resilience building efforts and facilitate stronger partnerships with relevant agencies and other actors, as well as strengthening FAO's engagement in interagency fora.

Key Results
Research, technical analysis, and project related services to support the delivery of programme projects, products and services.

Key Functions
•    Researches and analyses technical, food and nutrition security assessments, emergency response, policy related and/or funding/project related data and information to support the delivery of programme projects, products and services.
•    Produces various reports, proposals, programme/project documents, position papers, policy briefs, financial/donor reports, as well as critical information for inclusion in governing body reports, etc.
•    Participates in project teams, collaborates in project and programme formulation and provides technical and/or administrative support to ongoing operational emergency and recovery projects.
•    Liaises with FAO technical units, as well as other UN Organizations to obtain and/or exchange information regarding food and nutrition security assessments, emergency and recovery activities and other related issues.
•    Provides technical/administrative support and promotes best practices to Decentralized Offices.
•    Monitors and provides support to resource mobilization activities including corporate appeals, donor macro grants, Central Emergency Response Fund/Special Fund for Emergency and Rehabilitation (CERF/SFERA) submissions, annual appeals and mid-year reviews; maintains information and prepares related reports.
•    Maintains and updates information systems, databases and web pages.
•    Performs other duties as required.

Specific Functions
•    Supports FAO's attendance in intergovernmental and interagency meetings of the United Nations and the specialized agencies in the area of emergencies and resilience, held in New York, contributes to the preparation of statements for LON Leadership to be made on behalf of FAO in the area of emergencies and resilience, as and when required, and reports on such meetings to headquarters.
•    Contributes to the development of technical inputs to inform intergovernmental humanitarian policy development in areas of relevance to FAO's mandate, including Secretary-General reports, briefings, etc., in liaison with FAO Decentralized Offices, OER and other relevant Divisions/Offices/Centres.
•    Supports the coordination and dissemination of FAO messages on priority areas related to emergencies and resilience in appropriate fora to inform intergovernmental and interagency policy making and decisions.
•    Liaises with the Permanent Missions accredited to the organizations of the United Nations system in New York, keeping them informed of FAO's work, activities and impact in emergencies and resilience, supports the provision of relevant background documentation, analyses, etc.
•    Supports, as necessary, the work of FAO Decentralized Offices, in collaboration with LON and OER and other Liaison Offices, by providing information and analysis, internal briefing materials on relevant decision-making processes and opportunities.
•    Supports the exchange of technical information related to emergencies and resilience between FAO and the United Nations and the specialized agencies and provides, as necessary, support for organizing interagency meetings in this regard.
•    Contributes to the preparation of FAO senior management and technical level missions and participation in key interagency and intergovernmental meetings in New York.
•    Maintains close collaboration with intergovernmental, non-governmental and private institutions associated with FAO's activities in the area of emergency and resilience and deals with public requests for information.
•    Supports the organization of conferences, seminars and workshops.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
•    Advanced university degree in food studies, food policy, agriculture, social or political sciences, economics, public administration, international relations or related Field relevant to the work of the Organization. 
•    Five years of relevant experience in public and/or private sectors related to programming, planning and technical cooperation in food and agriculture, including experience in developing countries, especially in countries that are vulnerable to disaster or other emergency risks.
•    Working knowledge (proficient - level C) of English and limited knowledge (intermediate - level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills
•    Work experience in more than one location or area of work, particularly in emergency field positions.
•    Extent and relevance of experience in development work and/or designing and managing projects, interacting with partners and with governments, international organizations, research institutions, civil society and the private sector.
•    Extent and relevance of experience in humanitarian liaison and coordinating among partners.
•    Extent and relevance of experience in rehabilitation and humanitarian policies development, programme formulation and implementation.
•    Depth of knowledge of FAO's programmes and priorities is desirable.
•    Extent and relevance of relevant experience in supporting policy development and contributing to information sharing in the context of intergovernmental and interagency discussions and programming within the UN System.
•    Extent and relevance of experience in contributing to programme strategies and policy position on humanitarian and transition contexts, at both global and country levels.
•    Extent of knowledge of international humanitarian architecture, including Member Nations, UN agencies, non-governmental organizations (NGOs) and other partners.
•    Experience in emergency response management and surge support.
