Job Description

Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 700 staff in Ukraine and will continue significant scale-up in 2024 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

About the job

The Shelter and WASH Officer will play a key role in the DRC's response to water rehabilitation needs in the south of the country. The Shelter and WASH Officer will provide technical support and follow-up on the technical aspects of the DRC program implementation.

The Shelter and WASH Officer will establish and maintain working relationships with relevant stakeholders and other humanitarian organizations to ensure proper implementation and coordination of the DRC program. This position has territorial coverage and ensures compliance with DRC internal procedures and guidelines in South Ukraine area.

Your main duties and responsibilities will be:

Program and operational activities:

  • Ensure effective and efficient program implementation in accordance with the budget and work plan.
  • Participate in the preparation of monthly/quarterly/annual major reports and budgets for donors.

Coordination and representation:

  • Collaborate with relevant internal and external technical experts on relevant sector issues.
  • Represent DRC at meetings and other relevant technical coordination meetings.
  • Ensure strong integration with all other DRC sectors. Collaborate with other departments to ensure efficient operations.

Project development:

  • Develop project plans and budgets for financing, organize and review the cost estimates of project solutions.
  • Develop and oversee project tools, monitor and review project solutions, and perform due diligence on project documentation.
  • Prepare tender documents for the implementation of construction projects.
  • Monitor and evaluate projects, control the work schedule.
  • Ensure the collection of baseline data for the construction of water supply facilities.
  • Formulate design assignments, terms of reference, coordinate technical solution cards, and a list of equipment and materials.
  • Initiate procurement and ensure its implementation.
  • Ensure preparation of plan distribution and timely transfer to the logistics department.
  • Prepare procurement packages (procurement specifications).
  • Cooperate with contractors, contractors and subcontractors.
  • Ensure communication with the Vodokanal and the SACI.

About you
To be successful in the role of Shelter and WASH Officer, we expect you to have at least 3 years of experience in successful implementation of projects in capital construction. Also we expect the following:

  • At least 3 years of experience on the construction site as a technical supervisor.
  • At least 3 years of experience in working with water supply facilities, equipment selection, making basic technical decisions.
  • Developed analytical skills, technical literacy.
  • Specialized higher technical education (construction).
  • Knowledge of the regulatory construction base, DBN, PUE, DSTU, NPAP, NAPB.
  • Ability to read drawings perfectly.
  • PC knowledge (Word, Exel, Autocad, CAD) at the level of a confident user.
  • Personal discipline, punctuality, responsibility in decision-making, honesty, communication skills.
  • Commitment to learning and implementing the organization's policies and procedures.
  • Basic level of English language.
  • Fluency in Ukrainian language.

We offer:

Contract length: open ended contract after 3 month probation period.
Level: H – Non-Management
Designation of Duty Station: Mykolaiv - Full time based

Start date: As soon as possible.
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for national staff.
