The EIB, the European Union's bank, is seeking to recruit for its Group Corporate Services Directorate (GCS), Buildings and Logistics Department (BLD), Workplace Solutions Division (WS), Buildings Operations Unit (BO) at its headquarters in Luxembourg, a Head of Buildings Operations Unit*.
This is a full-time position at grade 5/6 for which the EIB offers a permanent contract.

You will manage the building operations and technical maintenance of EIB Group office buildings in Luxembourg. This includes overseeing HVAC systems, electricity, security systems, and more across 2 owned buildings and 4 rented buildings, accommodating approximately 6000 workstations.
This role is critical to our operations, and while much of your work may go unnoticed when everything is running smoothly, your expertise will be crucial in maintaining a functional and efficient environment for our team. You will report to the Head of Workplace Solutions Division and will manage 6 staff members and the +/-120 external staff members (consultants and contractors).
This role requires a high level of interaction with all EIB employees, including senior stakeholders, and external partners/providers. Strong negotiation skills, customer focus along with diplomacy and excellent interpersonal/communication skills are key for this role also due to portfolio of manage suppliers / contracts.
Contribute to the development of operational strategies and policies for building operations, technical maintenance, in addition to related quality and control activities
Collaborate with the Head of Division to define and formalize clear objectives for the unit.
Establish and manage resources and means necessary to achieve and the formulated objectives and implement workplans for activities and initiations in assigned functional area(s)
Closely collaborate and report to the Budget and Vendor Management Division on cost and service provider performance; define and follow-up KPIs for services when relevant, measure performance against targets and continuously improve the quality and cost of the service
Coordinate, supervise and execute key FM processes related to the overall operations of the unit to meet the functional and operational needs of the organisation and thereby contribute to the achievement of the EIB Group objectives
Ensure that staff within the unit have the right competencies, objectives and motivation in order to realise the formulated strategy and policies
Provide guidance to the team and supervise overall operation of the unit’s processes including scheduling, assignment and review of projects, intervening when necessary
Ensure day-to-day operational management of the unit and act as back-up to other Heads of Unit in the Division when required
At least 8 years of professional experience in facility management, in charge of office building operations and maintenance activities
Excellent technical knowledge in building operations and technical maintenance (HVAC, high-, mid- and low-voltage, security and multimedia systems among others)
Ability to supervise teams of external service providers
Experience in an international/public sector environment would be a significant advantage
Good knowledge and experience of service contracts including procurement issues, knowledge of public procurement rules would be of advantage
Good knowledge of EIB’s standard computer applications and office software
Excellent command of written and spoken English complemented with a good command of French.
