Créée en 1979, Action contre la Faim est une organisation non gouvernementale internationale qui lutte contre la faim dans le monde. Sa charte des principes humanitaires - indépendance, neutralité, non-discrimination, accès libre et direct aux victimes, professionnalisme, transparence - fonde son identité depuis plus de 40 ans. Sa mission est de sauver des vies en éliminant la faim par la prévention, la détection et le traitement de la sous-nutrition, en particulier pendant et après les situations d'urgence liées aux conflits et aux catastrophes naturelles. Action contre la Faim coordonne ses programmes autour de 5 domaines d'activités : Nutrition et Santé - Santé Mentale, Soutien Psychosocial et Protection - Sécurité Alimentaire et Moyens d'Existence - Eau, Assainissement et Hygiène - Plaidoyer. En 2022, Action contre la Faim est venue en aide à plus de 28 millions de personnes dans 46 pays à travers le monde.

Mission :

Under the supervision of the deputy Country Director, you will ensure the quality, relevance and technical innovation of the MEAL strategy on the mission, supporting the Program Department at the coordination and grassroots level in the implementation of quality projects and increasing its accountability to beneficiaries, intervention communities and all stakeholders (state authorities, implementing partners, donor).

More precisely, you will be responsible for the following missions:

Contribute to the definition of the country strategy and the positioning of the MEAL department.
Ensure the definition and quality of the MEAL Country sectoral strategy document in agreement with the ACF International and national frameworks.
Ensure that lessons in MEAL are documented, shared and integrated at a strategic level in the design of projects and technical plans and at an operational level in day-to-day decision making.
Coordinate the identification of MEAL needs, the formulation of MEAL components of project proposals and the internal and external reporting related to them.
Ensure the validation of the narrative and budgetary MEAL components in case of contractual amendment of a project.
Coordinate the functioning of the MEAL department by supporting the implementation of programs/projects in terms of monitoring, evaluation and learning .
Support the mission in strengthening the accountability of its programs to beneficiaries, communities of intervention and all stakeholders.
Ensure the development, qualitative strengthening and adaptation of the feedback and complaint mechanism to the specificities of each intervention area and/or modality, ensuring the integration of protection, gender and inclusion issues to ensure safe, dignified and meaningful access for the most vulnerable.
Create and structure the Information Management System (IMS).
Manage the teams.
Ensure the recruitment when necessary of his team, and support the recruitment process of all MEAL positions of the mission according to the HR guidelines in force.


Profile :

You hold a Master's degree in Economics in monitoring and evaluation, international relations/affairs, humanitarian affairs, international development, public health, statistics, epidemiology, demography or related field.
You have minimum 4 years of experience in the humanitarian sector, including at least 2 years in an NGO.
You have an experience in a structure implementing multi-sectoral projects including a multiple MEAL Manager experiences required.A previous experience in MEAL department coordination position would be a plus.
You have knowledge of GIS software (QGIS, ArcGIS) and their potential applications in humanitarian MEAL.
You have the ability to work in a difficult security environment. You have good management and communication skills.
You are fluent in English (both written and spoken skills) ; Fluency in Portuguese would be a plus.

Conditions d'emploi

Fixed term contract under French legislation: 6 months with a possibility of contract extension
Salary:Monthly gross salary from 2597 to 2968euros upon experience
Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
Annual salary increase: 6% increase after and each 12 months of continuous contract
Monthly per diem and living allowance: 622euros net, field paid
Monthly country allowance: 150euros

Advantages:Child allowance: 1500euros per year per child present in the country of origin (maximum 6000euros/year)
Transportation and accommodation: Coverage of transportation costs and guest house
Medical coverage: ACF covers 100% of the social security, health insurance, and repatriation insurance agreement fees.
Salary sustainment measures (sickness, paternity, maternity)
Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare
reimbursement with a ceiling to get to the chosen break destination, and 215 euros for each RnR period
