The location, climate and topography of Cox’s Bazar creates an environment where local communities are exposed to multiple natural hazards, and experience recurring extreme weather events. In the past decade, vulnerable Bangladeshi households and communities in the district have borne the brunt of cyclones, landslides and flash floods. The influx of the Rohingya has not only increased the size of the population at risk but is also driving the rapid creation of new risks due to deforestation, hill-cutting, and inadequate water and sanitation infrastructure. In addition, the utilization of local road networks, infrastructure, and local government capacity for Rohingya response purposes is placing critical disaster management resources under pressure, which will be intensified during disasters and extreme weather events in the camp settlements.  

In support of Government and humanitarian actors’ efforts to manage the seasonal and extreme weather events associated with the cyclone and rainy season, UNDP is implementing a multi-year, area-based programme for strengthening Disaster Risk Management in Cox’s Bazar focuses on strengthening the capacity of local government institutions, disaster management committees and volunteers to respond to disasters in the changed context, mapping and improving critical disaster management infrastructure, and providing disaster risk management technical advisory services to the humanitarian community.

Under the overall guidance of the Head of Sub-Office and the direct supervision of the Project Manager-DRM, the Reporting Associate is a part of the UNDP Cox’s Bazar disaster risk management team. The Reporting Associate will be responsible for result-based monitoring and evaluation of the project, ensure effective communications and reporting of the results, ensure knowledge exchange and information management, and supporting technical assistance and coordination of activities with the government, donors, and other relevant stakeholders of the DRM project. 
 

Duties and Responsibilities

  • Technical assistance and coordination of activities for disaster risk management in Cox’s Bazar.

Under the supervision of the Project Manager, the Reporting Associate has the following duties and responsibilities:

Result-Based Monitoring and Evaluation of the project 

  • Design and implement results-based monitoring and evaluation system to assess the progress of the activities, indictors and results of the project
  • Support implement and report the M&E plan of DRM project 
  • Monitor the progress, indicators, challenges and risks in project implementation;
  • Develop high quality monitoring and reports of UNDP’s disaster risk management project 
  • Prepare regular and timely project monitoring reports for GOB/UNDP/donors/other concerned agencies.

Effective Communication and Reporting of Results

  • Support to implement and report the communication action plan of the DRM project 
  • Ensure high quality information and visibility of the project activities to the stakeholders;
  • Prepare the weekly, monthly, quarterly and final project report for further review by Project Manager
  • Support and develop communication materials, take initiates to publish and disseminate the project studies, mapping, modelling and reports 
  • Develop the project related publications, reports, research papers, and presentations, ensure that information available is accurate;
  • Draft talking points, letters and presentations for communications with donors, humanitarian partners and government.

Knowledge Exchange and Information Management 

  • Provide regular updates and reports on progress in areas or responsibility;
  • Support implement knowledge exchange and lessons learnt workshop related to post monsoon, cyclone and other extreme weather events  
  • Maintain the archive of documentation, communications and correspondence related to the activities mentioned above; 
  • Record keeping of meetings, workshops, etc through minutes and reports;
  • Collect and update project information at regular interval. Follow best practices in disseminating progress with colleagues and relevant stakeholders through project manager/management

Technical Assistance and Coordination of Activities

  • Support the project manager in maintaining close coordination with government, development and humanitarian partners for implementation of project activities related to the above, including Project Responsible Parties and ISCG (EPRWG, SCCCM, EEN, FSS, AAP).
  • Support the Disaster Risk Reduction Analyst in activities related to the District and Upazila level development coordination, different sectors and working groups of ISCG when requested by project manager;
  • Support DRM team to during organising and facilitating training (pre-post, analyse, evaluation, data base)    
  • Support implementation the gender action plan of the project

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

Under the overall guidance of the Head of Sub Office and direct supervision of the DRM Project Manager, UNDP Cox’s Bazar the Reporting Associate will work and coordinate with DRM team. The Reporting Associate will report to the Project Manager and closely work with DRR Analyst. A performance evaluation will be carried as per organization policy and process.

Required Skills and Experience

 
Education:

Secondary Education is required.
A university degree (Bachelor’s degree) in Disaster Management, Humanitarian Action, Development Studies, Environmental Science, business administration or any relevant subject from any reputed university, will be given due consideration but is not a requirement.
Minimum 6 years (with Secondary education) or 3 years (with Bachelor´s degree) of relevant experience in disaster risk management, humanitarian response, data collection and analysis, research, monitoring and evaluation and reporting. 

Experience:

Required skills  

 •    Experience in research methodologies and data collection and analysis methods is required.
•    Experience in M&E, Reporting and knowledge management is an asset.
•    Experience in Information Management field is an asset.
•    Experience in writing technical reports/studies/papers is required.
•    Proficiency in standard software applications such as Word, Excel, Powerpoint, Outlook, etc.

Desired skills in addition to the competencies covered in the Competencies section   

•    Experience in program/projects monitoring is an advantage 
•    Experience or background in disaster risk management and development work is an advantage
•    Experience in data collection and analysis, data visualization is an asset
•    Previous research or work experience related to disaster risk management, Early Warning and Early Action, renewable energy, low carbon development or climate mitigation is an advantage
•    Previous experience working in/with the  INGO or other non-government development organizations is an advantage
•    Previous experience in similar positions will be an advantage.
 

Required Language(s):   Fluency in English and Bangla is required.
Professional Certificates:   Any relevant certificate  will be considered as an advantage.
