Job Description
Org. Setting and Reporting
This position is located in the United Nations Mission to Support the Hudaydah Agreement (UNMHA), duty station Hodeida (Yemen). The work involves the management of general supply, life support and central warehousing for UNMHA and OSESGY, as both entities share a combined Mission Support structure. The Supply Officer reports to the Chief Supply Chain Management and Service Delivery.
Responsibilities
• Manages supply and related service issues that affect the mission, including managing, coordinating, and supervising the work of the Supply Unit, Warehouse operations and Asset/Property Management Units under the Supply Chain Management pillar. • Develops, reviews, monitors, assesses, and handles technical contracts for the provision of supply support services for general supplies, fuel and/or rations, etc. • Plans, implements, and runs supply support services operations, in the business areas of general supplies, fuel and/or rations services and other food-related services. • Plans and prepares cost estimates/budget implications and long-term forecasts of organization's requirements for supply support services, for general supply, fuel and/or rations and manage these in the acquisition process. • Develops appropriate sourcing solutions, supply contracts, for general supplies, fuel, rations and/or associated support services, including the preparation of statements of work (SOW)/specifications, technical evaluations, and presentation of cases to the Local Committee on Contracts (LCC)/Headquarters Committee on Contracts (HCC). • Review and approve shopping carts/ Low Value Acquisition Purchase Orders for goods and services • Ensures that routine Quality Control (QC)and Quality Assurance (QA) for supply support services are in place to validate contractual terms and condition for the supply of general supplies, fuel and/or rations. • Coordinates with all partners, issues pertaining to safety, security and maintenance of general supplies, fuel and/or rations stocks, installations, vehicles, and equipment. • Ensures that mission strategic and local reserves of general supplies, fuel and/or rations are maintained at adequate levels, at all times. • Implements the internal accounting and administrative controls for general supplies, rations and/or Fuel management systems, and central warehousing. • Leads in developing, implementing, and updating the Mission's general supplies, fuel and/or rations plan and acquisition planning; monitor stock holdings at all locations, project requirements and arrange for routine supply and distribution to end users, • Ensures that accurate and complete accounting systems and reporting mechanisms are functioning and that all relevant records are maintained. • Initiates and oversees periodic reviews of policies, directives, standards, and practices to ensure best practices in supply support services for general supplies, fuel and/or rations. • Monitors and analyzes contract performance to ensure compliance with contract terms, schedules, and cost objectives. • Liaises with the Mission Procurement Section in the resolution of contractual implementation disputes. • Coordinates the mission-wide reception, storage and distribution of goods and materials acquired for Technical Sections/Units. • Performs/coordinates duties related to asset and material management including daily notifications in UMOJA for issuance of inventory in close coordination with the Central Warehouses. • Manages storage locations and physical inventory throughout the mission area. • Arranges the put away, picking and packing of orders for outbound distribution. • Analyzes problems, audit and performance reports on Mission activities and provides remedial action programs where required. • Reports on supply and central warehousing activities and KPIs, including extracting and preparing Power BI reports in UMOJA,as and when required. • Implements the Unit's work program; supervises, trains and monitors performance indicators for staff. • May provide guidance to or supervise new/junior staff, and • Performs other related work as the need arises, including but not limited to the undertaking and coordination of special projects.

Education
An advanced university degree (Master's or Doctorate degree, or equivalent) in business administration, public administration, supply chain management, engineering, social sciences or related fields is required. A first-level degree (Bachelor's degree or equivalent) in the specified fields of studies with two additional years of relevant work experience in supply services, fuel or rations may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five (5) years of progressively responsible experience in supply chain management, logistics, property management or related area, is required. Experience in a specific subject area of supply chain services, such as fuel, rations operations, etc, is required. Experience in warehousing is required. Experience in managing fuel, rations and/or other types of supply contracts in support of or in a field operation of the United Nations Common System or a comparable international organization is required.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required.
