Organizational Setting and Reporting Relationship

The position Associate Economics Officer is assigned to the Pakistan Resident Mission (PRM) within the Central and West Asia Department (CWRD). You will be based at our Resident Mission Office in Islamabad, Pakistan.

You will primarily report to the Country Director and/or designated International Staff and will also have a matrix reporting line to the Regional Lead Economist for CWRD for economic analysis of country partnership strategies; country economic monitoring and economics-related analytical work.

Your Role

You will perform a full range of specialized economic assignments in a full-functioning capacity.

You will do:

Economic Monitoring

• Support the resident missions (RM) economic, thematic, and sector work and monitors economic, political and sector policy developments for RM by:

  • Develop and maintain links with economists, other experts, and institutions in the country and within the region; and
  • Identify and define relevant sources of economic and statistical data that provides a good indicator of the country’s economic progress.

• Manage and maintain a comprehensive database on the economy of developing member country that tracks relevant indicators by:

· Coordinate with mission leaders in the operations units regarding co-financiers' data requirements;

· Review all inputs into the system to ensure relevance and accuracy; and

· Monitor the progress of project processing.

Economic Analysis and Forecasting

• Support in economic and policy analysis and forecast market trends for Pakistan

• Support in managing junior staff in the following tasks:

· Compile, analyze, and report data to explain economic phenomena; and

· Preparation of research notes and papers based on analysis.

• Contribute to economic bulletins and country and regional cooperation profiles.

• Coordinate with other sectors in economic work;

• Maintain PRM economic database

Project Processing and Administration

• Process projects/programs jointly with Sector Groups (policy-based lending), including project identification, preparation and documentation, in the areas of public sector management, financial sector development, state-owned enterprise reforms, by:

· Participate in dialogue with government officials and other stakeholders; and

· Provide guidance to the client, and assisting in formulation, planning, and preparation of high quality documents related to projects and programs.

• Support processing and administration of technical assistance (TA)projects related to macroeconomic, public financial management, financial sector, private sector development, and governance by:

· Monitor the progress of assigned projects;

· Actively identify issues; and

· Take actions to address issues.

• Prepare and initiate actions in accordance with Project Administration Instructions.

• Support implementation of assigned TAs by

· Provide administrative support in the recruitment of consultants;

· Organize tripartite meetings; and

· Prepare relevant correspondence.

Country Programming and Strategy Formulation

· Support ADB's country strategy and programming process for host country by:

· Lead country economic assessments, such as inclusive growth assessment, economic diagnostics studies, etc.;

· Conduct economic, social, and sector analyses and identification of development constraints;

· Supports Country Operations Head as part of the country programming team in identification country assistance program and project pipeline; and

· Lead knowledge management activities in RM and prepare Country Knowledge Plan.

Qualifications

You will need:

· Bachelor’s degree in economics and/or finance preferably with master’s degree or equivalent in economics, social development, finance, and management.

· At least6years of relevant working experience.

· Experience in applying expertise in an international setting.

· Proven application of expertise within a specific area of ADB's operations(economic, sector or thematic), or breadth across multiple areas with in-depth knowledge within one area

· Able to utilize and share relevant knowledge to benefit the broader ADB community

· Able to mentor Administrative Support (AS) staff to facilitate work planning, delivery and quality review

· Able to liaise and work effectively with government officials within own work location

· Able to work collaboratively with teams as a constructive team member.

· Excellent oral and written communication skills in English

Additional Information

This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on an exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.

If you are selected as an external candidate, the appointment may be extended for a period of up to 3 years per extension, or not renewed. In case of extension, staff may continue in the position for another term of up to 3 years.

At the end of the initial period, ADB, as its discretion may: (a) renew a fixed term appointment or assignment, or (b) not renew a fixed term appointment.

Fixed-term appointments or assignments for senior staff are subject to terms and conditions determined by ADB as indicated in all relevant policies.

This opening is a local staff position. It is open only to nationals and residents of Pakistan.
