Position Purpose

Under the guidance and supervision of the DRR and RR, the Monitoring and Evaluation Analyst in a medium or large Country Office contributes to the effective implementation of the evaluation policy, ensures that minimum monitoring and evaluation requirements for the Country Programme and projects are met and participates in the conduct of thematic and crosscutting evaluations.  The Monitoring and Evaluation Analyst ensures that objective evaluations are designed and implemented to assess the country programme relevance, effectiveness, efficiency, impact and sustainability of results; evaluations carried out in a credible and systematic manner; evaluation lessons and recommendations are used for programme design, contribute to implementation of UNSDCF priorities and results.

The Monitoring and Evaluation Analyst liaises with the Evaluation Office at Headquarters regarding evaluation approaches and methodologies, ensuring that UNDP meets the minimum requirements for monitoring and evaluation, including the conduct of mandatory project evaluations.

Monitoring and Evaluation Analyst contributes to the strategic planning and reporting that matches the country’s priorities and UNDP guidelines and objectives with a result-based management approach including UNSDCF, CPD/CPAP, IWP and ROAR. The Monitoring and Evaluation Analyst liaises with the Regional Monitoring Specialist to ensure CO compliance with POPP.

Monitoring and Evaluation Analyst ensures efficient implementation of HACT framework, including the Macro Assessment for the Programme Cycle, Micro Assessments for partners prior to cash disbursements for the year, and assurance activities for NIM projects (partner-based spot checks and audits). The Monitoring and Evaluation Analyst liaises with the Office of Financial Management (OFM) at Headquarters regarding HACT approaches and methodologies and with the Regional Office of Audit and Investigation ensuring that UNDP meets the minimum requirements for NIM/NGO spot checks and audits.

The Monitoring and Evaluation Analyst works in close collaboration with the Management Support and Business Development, Programme and Operations Teams in the CO, UNDP Evaluation Office staff, RBLAC, and Government officials to ensure that thematic, programme and project evaluations are carried out according to schedules and that findings and recommendations are implemented and followed up; to ensure strategic planning and reporting at CO and project levels with RBM approach, and HACT implementation according to the UN framework and POPP.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

 
Duties and Responsibilities
 
1.) 1.) Ensures the implementation of evaluation policies and strategies and effective coordination of the evaluation process in the Country Office, focusing on achievement of the following results:
 
  •  Participation in the planning, preparation, and management of thematic, country programme/project evaluations and other types of evaluations conducted in the Country Office.
  • Promotion of evaluation standards, quality assurance/control and capacity development in the Country Office.
  • Contribution to the evaluation workplan, including identification of topics, and projects/programme to be evaluated.
  • Coordination of specific evaluation missions for development projects, sectoral/thematic evaluations, or desk evaluations/studies on selected sectors/themes. 
  • Draft Terms of Reference (TOR) for specific project/thematic/sectoral evaluation missions and/or desk evaluations/reviews, participation in consultant and evaluation team selection, technical feedback on evaluations and budget oversight.
  • Guidance on UNDP evaluation policies, procedures and practices to programme managers, UNDP CO staff concerned with evaluation, consultants and/or members of the evaluation team. 
  • Provision of the technical advice at the design stage of programmes/projects setting up a framework with defined indicators at the design stage to facilitate the evaluation at the later stages.
  • Preparation of analytical documents on areas evaluated effectiveness and impact of UNDP programme.
  • Follow up on implementation of evaluation recommendations. Ensuring the optimal use of evaluations by providing guidance in preparation of timely management response to all mandatory evaluations and by developing a communication plan.
 

2.)  Ensures planning and reporting that matches the country’s priorities and UNDP guidelines and objectives, focusing on the following outcomes: 

  • Participation in the preparation of UNSDCF, particularly in the definition of the monitoring matrix for results that UNDP helps to achieve.
  • Joint preparation with the Government of the Country Programme and CPAP, in line with the national priorities and UNDP’s fields of work and procedures.
  • Planning of annual goals (IWP) and ROAR, according to the established guidelines. Linkage of new, active projects with Country Programme results.   
  • Drafting of the Programme’s consolidated and results-oriented reports for the Boards.

3.)  Ensures efficient implementation of HACT framework, focusing on the following outcomes:

  • Coordination of the Macro Assessment and Micro Assessment for partners that meet or exceed the assessment threshold ($150k per annum).
  • Preparation and implementation of the HACT Plan including the assurance activities for NIM projects (partner-based spot checks and audits). 
  • Identification and analysis of audits and spot checks recommendations and outlining –together with the Programme Unit- of a plan of action for NIM projects to follow-up on the implementation of such recommendations.
  • Guidance and coordination of staff regarding policies and procedures of HACT framework at the Office, government agencies, NGOs, private audit firms and public audit agencies. 
4.)  Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation, focusing on achievement of the following results:
  • Identification and formulation of evaluation findings, lessons learned and recommendations to be integrated into broader EO knowledge management efforts, disseminated in learning events and channeled into decision-making processes. 
  • Contribution to the implementation of Evaluation Knowledge Management and Learning Strategy.
  • Collaboration and coordination with other UN agencies, government agencies, NGOs, and other organizations on monitoring and evaluation issues.
  • Participation in the conduct of results-oriented monitoring and evaluation training efforts in the Country Office.
  • Participate in the training for the operations/projects staff on M&E.
  • Provide contributions to knowledge networks and communities of practice.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience
 
Education:
  • Advanced university degree (master's degree or equivalent) in International Relations, Political Science, Economics, Process Management, development, and social sciences is required; or
  • A first-level university degree (bachelor’s degree) in International Relations, Political Science, Economics, Process Management, development, and social sciences is required.
 
Experience:
  • Up to 2 years (with Master’s Degree) or minimum 2 years (with Bachelor’s Degree) of relevant experience in M&E, programme and/or team management working with quality assurance instruments, results-based management models, and multiple stakeholders providing advisory services and management of a complex portfolio of projects.
  • Proven programme management experience with sound knowledge of all aspects of the project cycle (design, implementation, monitoring & evaluation). 
  • Experience in the usage of computers and office software packages, experience in handling of web-based management systems 
 
Desired Skills/Experience:
  • Experience in monitoring and evaluation with a background in the analysis of socio-economic issues and related policy matters is desirable.
  • Experience of working with UNDP or another UN agency would be an asset. 
  • Experience in managing personnel and leading work teams.
  • Proven ability to work effectively in multi-disciplinary and multi-cultural teams is desirable.
 
Languages:
  • Fluency in Spanish and English is required.
