Organizational Setting and Reporting Relationship


The position of Associate Operations Analyst is assigned to the Climate Change, Resilience, and Environment Cluster (CCRE) within the Climate Change and Sustainable Development Department (CCSD). You will be based at our Headquarters in Manila, Philippines.

You will report to designated International Staff and senior National Staff.


Your Role

As an Associate Operations Analyst, you will provide technical and operational support in achieving the climate change team’s work which includes processing and implementation of technical assistance (TA) projects, support to administration of trust funds, consultant recruitment and contract management, database management and analytics, and knowledge support.

You will:

TA Processing & Administration

  • Support TA administration tasks by analyzing progress reports, processing amendments, reviewing various documents and contracts, tracking disbursements; reviewing and ensuring that the assigned TAs are properly planned, monitored, and reported.
  • Assist in processing letters of agreement with collaborating organizations and in reviewing and monitoring TA assisted projects in relation to optimal utilization of TA proceeds to ensure good financial management practices.
  • Coordinate with various concerned units for the monitoring of TA advances and closing to ensure timely liquidation. Respond verbally and/or in writing to internal and external queries and requests for information on administered TA projects.
  • Monitor and ensure project compliance with ADB policies, procedures, and practices; highlighting potential problem areas, liaising with counterparts from regional departments, resident missions, Controller's Department (CTL), Partner Funds Division (CCPF), and Procurement, Portfolio, and Financial Management Department (PPFD); and preparing periodic status reports on project administration and implementation. Review and update TA budget; liaise with consultants and collaborating organizations/agencies. Review and verify travel reimbursement claims, per diem, and miscellaneous travel expenses of participants to ADB-sponsored events.
  • Facilitate system updates and uploading of all project-related reports in eOperations and relevant ADB systems, e.g., progress reports, TA Agreements, Design Monitoring Framework, TA Completion Report, and TA Change in Scope/Implementation Arrangements. Collect, verify, and compile data for use in the preparation and updating of various reports and system for regular TA portfolio monitoring activities/meetings within the department and in ADB.

Consultant Recruitment and Contract Management

  • Initiate the consultant recruitment process through CMS and verify, analyze, and evaluate information provided in the Expressions of Interest. Ensure the completeness of information provided and appropriate due diligence efforts are carried out prior to contract negotiations. Respond to inquiries regarding the assignment as necessary and undertake actions to finalize the recruitment for the team.
  • Review, analyze, and prepare consultants' request for contract variation, advise and assist consultants on other contractual matters; review consultants' claims and monitor progress of consultants’ services against provisions under the contract.

Operational Support/Others

  • Maintain records/database of TAs and related data through efficient coordination within the division. Update and maintain financial databases and ensure accuracy.
  • Support the organization/implementation of climate change-related training, seminars, conferences and workshops.
  • Support activities related to ADB publishing process relevant to climate change as necessary.
  • Perform other tasks as assigned and reflected in the incumbent’s workplan.

Qualifications

You will need:

  • Bachelor’s degree in business administration, social science or other fields combined with relevant experience.
  • At least 5 years relevant professional experience in multilateral organization relating to technical assistance processing, administration and other administrative work.
  • Familiarity with scope of work of ADB on climate change will be given higher preference.
  • Extensive knowledge of ADB policies in a wide range of areas including project processing, administration, accounting, and general administration.
  • Proficiency in database management.
  • Proven ability to work independently on assigned transactions.
  • Ability to research, analyze and check data from external and internal sources, reconcile or explain inconsistencies
  • Ability to work collaboratively with teams as a constructive team member.
  • Ability to work with individuals from different cultural/national backgrounds.
  • Good coordination, strong interpersonal skills.
  • Written and verbal proficiency in English and local language (as applicable)
