In mid 2021, ACF decided to open a full structured mission in Mozambique and start its activities following the findings of an initial scoping mission in October/November 2020 and a rapid informal information gathering in May 2021 for nutrition. This strategy is based on these results, plus the information gathered through ACF field presence and cluster’s participation since early 2021.

Humanitarian needs among conflict-affected populations in Cabo Delgado are wide-ranging and span all of ACF’s core sectors of expertise, including Food Security & Livelihoods, Nutrition & Health and WASH, which have been prioritized as part of our emergency strategy in partnership with local and international NGOs already present in Cabo Delgado to support the emergency response in the area. In light of the rapidly changing context, the humanitarian needs and ACF’s expertise, the geographic area of intervention will focus on H2R (Hard to Reach) areas comprising Mueda and Macomia, with complementarity in districts with higher needs and population movements.

We are looking for our new Deputy Country Director for Programs based in Pemba, Mozambique.

Votre poste et vos responsabilités

Under the supervision of the Country Director, your role will be to ensure the overall implementation of the programme strategy of the mission, the quality of the programs and the coordination of new project proposals development in line with the mission strateg.

More precisely, you will be responsible to the following missions:

  • Ensure the coordination and the implementation of programs and the operational management in line with country strategy, design the programmatic strategy of the mission, and coordinate the development of new project proposals.
    • Lead the technical departments in order to oversee the overall quality of ACF programs (follow-up of deadlines, indicators/MEAL, donor requirements, communication, etc.)
    • Ensure programs are coherent with the operational country strategy and with ACF mandate
    • Visit ACF field activities regularly and report on successes, problems, challenges and obstacles while building an intimate knowledge of fieldwork realities.

  • People development and management
    • Being a general leadership of the program technical departments and the project teams under his/her hierarchical line and acting as a liaison between the Country Director and the coordination program team
    • Define the human resource needs of program team and manage the life cycle of individuals within the team from pre-recruitment to exit
  • Analyze the humanitarian needs
    • Conduct external and technical information collection and analysis (relating to humanitarian and developmental events in the country)
  • Represent and liaise with donors, authorities, local organizations, UN, NGOs on operational strategy and program-related issues
    • Coordinate with stakeholders on ACF activities and ensure required program documentation is provided
    • Contribute to the partnership management strategy and processes looking for local organizations for new potential partnerships and funding opportunities
    • Represent ACF with external actors at field level
  • Ensure that field coordinators and Head of Department alert on over or under spending of budgets and ensure programs are adjusted if relevant.
  • Represent the Country Director when and as required.

The missions may be subject to temporary or permanent modifications resulting from developments in the Organisation's activities. These modifications will be defined and discussed between the employee and Action contre la Faim.

Votre profil

You have 5 years of experience in the field in one or more challenging contexts and at least 5 years experience in Grant and reporting management.

You hold a leadership and management skills in a complex international setting.

You have an extensive knowledge and understanding of Humanitarian coordination mechanisms, and good knowledge of main ACF sectors of intervention: Nutrition & Health, WASH, FSL, Emergency response, MHCP-GP.

You also have knowledge of the main donor's policy, requirements, and partnerships.

You have a consolidated experience of project cycle management and using participatory tools and methodologies for assessment, programs identification, implementation, monitoring, evaluation, and learning. You already have worked successfully in strategic planning and program design and development.

You have an experience and/or personal commitment in mainstreaming Gender across the different sectorial programs.

You are able to coach on the building of strong relationships with INGOs, government, and donors, and are able to adjust to constantly changing situations while maintaining focus on delivery and follow-through.

You have an excellent managerial, personal and communication skills, and strong analytical and conceptual thinking to understand complex issues.

You speak and write English fluently. You also masters well either Portuguese, Spanish, or Italian.

Vos conditions d’emploi

  • Fixed term contract under French legislation: 12 months
  • Monthly gross salary from 2899 to 3376 € upon experience
  • Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
  • Annual salary increase: 6% increase after and each 12 months of continuous contract
  • Monthly per diem and living allowance: 622€ net, field paid
  • Monthly country allowance: 150€
  • Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
  • Transportation and accommodation: Coverage of transportation costs and guest house
  • Medical coverage: ACF covers 100% of the social security, health insurance, and repatriation insurance agreement fees.

  • Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 € for each RnR period

Pourquoi nous rejoindre ?

The mission currently employs 7 international and 65 national staff working from Pemba (coordination and one field office) and Mueda (field office). The field office based in Pemba supervises ACF’s programs in several districts of Cabo Delgado such as Macomia and Quissanga. The Mueda office supervises programs in Mueda, Nangade and Miudumbe. ACF is also exploring new areas of intervention to best address the humanitarian needs of the population.

Pemba is the largest and capital city of Cabo Delgado Province with a population of 200,529 according to the data census of 2017.

Pemba is relatively calm and stable while other areas of intervention in the province require a constant check in and update of information to ensure the safest and most secure environment for the team is guaranteed. The office is located in the Expansao area and the guesthouse is in the Wimbe area, which are 5 minutes away by car.
