Organizational Setting and Reporting Relationship

The position of Senior Results Officer is assigned to the Private Sector Transaction Support Division (PSTS) within the Private Sector Operations Department (PSOD). You will be based at our Headquarters in Manila, Philippines.

You will report to the Advisor, Office of the Director General and/or designated International Staff in PSTS and will oversee administrative staff.

Your Role

As a Senior Results Management Officer, you will be a member of the Development Effectiveness Team and will provide high-quality support to PSOD deal teams to ensure satisfactory development outcomes of ADB’s private sector operations. The position will contribute to PSOD’s development impact work and provide support in implementation of the Ex-Ante Development Impact Assessment Framework. The position will also support the capacity development efforts within PSOD on development impact related topics. The incumbent will report to Advisor, Office of the Director General and or Designated International Staff, and may supervise administrative staff.

You will:

Ex-Ante Development Impact Assessment Framework Implementation

  • Conduct quantitative and qualitative analyses to support ex-ante assessment of PSOD projects.
  • Participate in and contribute to ex-ante project discussions providing analytical insights on various dimensions of the framework (including additionality, development impact and risk assessments).
  • Review ex-ante assessments of projects and provide feedback on application of assessment criteria throughout relevant stages of project approval process.
  • Manage and coordinate inputs from consultants on ex-ante assessments of PSOD projects
  • Prepare inputs for updating of existing guiding documents and contribute to preparation of necessary guidelines and operational documents.
  • Contribute to development of relevant databases to support ex-ante assessments and periodically update existing databases.
  • Conduct research to support the workstream on update and further enhancement of Ex-ante Development Impact Assessment Framework.
  • Develop of a monitoring system for ex-ante assessments, providing real time status of projects.
  • Lead the planned analytical work on topics relevant to the Ex-ante Development Impact Assessment Framework including Additionality, Risk Adjusted Development Results, and linkages to ADB Country Partnership Strategies.

Capacity Building and Knowledge sharing

  • Prepare write ups, short briefs, presentations, and other communication materials on Ex-ante development impact assessment framework.
  • Lead the development of training materials and presentations for project teams and management on the ex-ante development impact assessment framework.
  • Participate in sector and thematic networks to keep abreast of latest developments and issues of relevance to PSOD.

Management Support

  • Coordinate and consolidate inputs to various ADB and PSOD reports and presentations.
  • Perform any other tasks that the Management Team or designated supervisor may assign to support PSOD and ADB operations.

Qualifications

You will need:

  • Bachelor’s degree preferably with master's degree or equivalent in economics, finance, development, or business administration.
  • At least 8 years of work experience preferably in quantitative and qualitative analysis and/or development impact assessments with a specific focus on private sector operations; and at least 4 years of supervisory experience;
  • Sound knowledge of portfolio management concepts.
  • Proven ability to analyze quantitative data and conduct qualitative analysis based on multiple sources of information.
  • Advanced knowledge of MS Excel; Basic modelling skills and/or knowledge of Power BI would be an advantage.
  • Excellent skills in data collection and processing; experience in data governance and the use of advanced data processing and visualization tools would be an advantage.
  • Good understanding of project preparation and processing and the project cycle for ADB’s private sector operations projects.
  • Sector-specific knowledge in one of the broad sectors of infrastructure or financial institutions.
  • Knowledge of development effectiveness concepts and frameworks.
  • Excellent written and verbal communication skills in English.
