About the job

Human Resources & Administration Team Leader role is to provide technical support and capacity building for HR/Admin team in the South Area office of DRC Iraq and work closely work with the Support Services Manager and the Country HR/Admin Manager to facilitate the development of area level highly effective, strategic HR functions that ensures DRC program has the structure, culture and talent needed to deliver HR services effectively. Your main duties and responsibilities will be:

Management of HR processes

  • Work closely, coordinate with all Sector Program Managers to develop and ensure smooth implementation of recruitment plans and ensure that job descriptions for positions are developed using the appropriate tools
  • Lead and facilitate recruitment processes by posting job advertisements, collecting applications, and administering tests; confirming prior employment by contacting references; organizing appointments; and managing records and information.
  • Ensure that all recruitment, induction, and deployments are completed on time, including those for Employees and Volunteers.
  • Ensure that the hiring procedures established in the HR manual are followed during the recruiting process.
  • Performance management: Ensuring staff are getting the right support from line managers during probations; and making sure that evaluations are done in a timely manner and assist in development of annual staff development plan
  • Process statutory payment and ensure monthly and annual returns are submitted on timely basis
  • Enrollment of employees in their entitlement benefits package as soon as possible. Assuring that the personnel records are up to date at all times and that all personal records are complete.
  • Monitor the expiration of employment contracts and staff development by ensuring that annual appraisals are correctly processed.
  • Maintain knowledge of HR policies and Annual leave tracking & ensure employee adherence.
  • Ensure staff enrolled at DRC online courses, getting CoC training sessions
  • Ensure all staff archiving system and documents are saved and archived properly.
  • Prepare monthly payroll and ensure that all payroll changes are captured every month.
  • Assist in developing, establishing, maintaining, archiving, and auditing HR and administrative systems.
  • Ensure implementation of DRC HR policies and procedures, including frequent training to staff on HR policies.
  • Update national staff insurance lists and report on accidents to the Insurance Company.

DRC Dynamics:

  • Oversee the timely and accurate updating of employee records, including personal information, compensation, and benefits enrollment.
  • Coordinate with HR Country office to ensure seamless integration of data updates across Dynamics.
  • Monitor data entry processes biweekly to identify discrepancies or inconsistencies and take corrective actions as needed.

Social Security:

  • Ensure timely and accurate submission of social security reports and payments.
  • Conduct regular audits of social security records to ensure accuracy and compliance.
  • Coordinate with relevant government authorities by conducting regular visits to Baghdad regarding social security matters.

Administration and Office Management

  • Provide office management secretarial tasks by entering, formatting, and printing information, organizing work schedules of support staff, maintaining equipment and office supplies.
  • Assure staff living conditions are comfortable and make recommendations for improvement as necessary.
  • Oversee administration tasks related to housing and office management.
  • Monitoring all required maintenance at all DRC North Area premises and ensure all get done withing the deadline.
  • Supporting HR/ Admin Officers with opening cash advance to process administrative payments.
  • Ensure maintaining Office, GH and centers are cleaned on daily basis.
  • Supervise and provide technical support to the HR & Admin team.
  • Ensure all physical and electronic archiving are manage and maintain well for any future record as per DRC standard.
  • And any other assignment by the line manager

About you

To be successful in this role we expect you to have at least 3 years of relevant experience. Moreover, we also expect the following:

Required

  • At least 3 years’ experience as an HR and Administrative generalist, including recruitment, performance management, compensation, training and development and Office Administration
  • Proven experience of HR and Administrative functions for large budget programs in INGO sector is strongly preferred.
  • Strategic experience with managing staff, workforce planning, and development of HR and Administration processes
  • Ability to convey information effectively and experience providing training and staff development in English and Arabic
  • Excellent team leading, interpersonal and negotiation skills and a demonstrated ability to promote harmonious/cohesive teamwork, in a cross-cultural context
  • Proven ability to plan long-term, organize priorities and work under administrative and programmatic pressures with detail orientation and professional grace
  • Highly collaborative and able to establish positive working relationships with senior level management and all other stakeholders to maximize cooperation and productivity
  • Proven ability to manage large and varied workloads, and deal constructively with stress and periods with long hours
  • Fully professional proficiency in Arabic and English

Education:

  • University degree in Human Resource Management, Business, or Social Science Degree specializing in Human Resources or equivalent professional qualification
