IFC’s Human Resources (HR) Department provides strategic partnership to the business to develop and implement workforce strategies. The HR department includes three Centers of Expertise (COEs) -- Strategy and Organizational Effectiveness, Global Talent Acquisition and Mobility Services, and Talent Development and Incentives – and two Client Services teams providing support to HQ and regions.

IFC is seeking a Senior Recruitment Specialist to drive the implementation of a new end-to-end recruitment model and lead talent outreach and sourcing in the Europe region, including enabling the growth of the IFC Paris hub. The position will be based in Paris and report to the Program Lead, Global Recruitment, based in Washington DC.

Duties and Accountabilities:
•  Own and drive the full lifecycle recruitment process from job posting to candidate onboarding for all requisitions in Europe, ensuring adherence to metrics on time to fill, workforce plan completion, diversity of hires, Hiring Manager experience, and candidate experience. 
•  Engage early and often with hiring teams to understand client needs, advise on recruitment policy and procedures, help determine selection committee composition, provide best practice methods for assessment, and set timelines and roles. 
•  Proactively build and maintain senior level relationships with leading European universities and professional associations to strengthen IFC’s employer brand among students, alumni and association members, promote IFC opportunities, and identify prospective talent.
•  Develop and execute a talent outreach strategy for Europe in partnership with the business, represent IFC in relevant events (e.g. job fairs, conferences, information sessions) and follow up to convert leads into applicants.
•  Identify candidates from talent pipelines and through proactive sourcing using multiple channels, including internal referrals, alumni networks, social media, outreach events, and online campaigns. 
•  Build relationships with experienced talent to develop a pipeline for senior executive roles (Managers and Directors), in close collaboration with the HR Executive Resources team.
•  Engage with IFC management to leverage their professional and academic contacts in Europe and facilitate their participation in talent outreach events.
•  Provide a positive candidate experience by ensuring a clear and transparent process, providing timely communication, and seeking and incorporating candidate feedback.
•  Collaborate with HR Client Services team to determine salary offers, obtain relevant approvals, and communicate offers and benefits to candidates. 
•  Manage relationships with regional recruitment search firms and agencies.
•  Track, analyze and interpret relevant metrics to inform strategies to meet recruitment goals.
•  Manage recruitment drives and batch hiring processes for the region.
•  Oversee the work of the Recruitment Coordinator, providing coaching and mentoring.

Selection Criteria

•  Master’s degree with at least 8 years of experience leading international recruitment in the Europe region, including in France, within an international organization or in a large corporate environment.
•  Strong relationships with leading European universities and deep professional networks in Europe at all levels; ability to develop strategic partnerships linked to organizational goals.
•  Proven experience driving talent outreach and candidate sourcing strategies, preferably within the financial industry and international development space.
•  Deep familiarity with talent pools and labor trends in the region.
•  Excellent teamwork and collaborative skills across boundaries, and the ability to influence and manage working relationships with management, staff, and candidates at all levels.
•  Ability to see the big picture, think strategically, and deliver innovative solutions to meet business needs.
•  Track record of high levels of integrity, tact and discretion when managing sensitive and confidential information.
•  Superb planning, coordination, and project management skills.
•  Results-driven with a positive attitude and a high degree of initiative and responsiveness.
•  Excellent verbal and written communication and presentation skills in English and French.
