JOB PURPOSE

WFP is seeking a qualified and experienced candidate for the position of Programme Policy Officer, Disaster Risk Management and Social Protection to undertake project planning and implementation in line with WFP's Country Strategic Plan. The officer will collaborate closely with relevant government agencies and local stakeholders to implement a cohesive approach, fostering partnerships to bolster disaster risk management and social protection systems, ensuring their integration and effectiveness. WFP's work to prevent, prepare, and respond from disaster and climatic shocks and stressors is central to its mandate to achieve hunger.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Contribute towards the development of projects/programme, plans and processes on Disaster Risk Management and Social Protection, ensuring alignment with wider programme policies and guidance of WFP.
  2. Undertake effective management of 3-4 direct reports, fostering a culture of result-based performance, professional development, and mentorship.
  3. Lead cross-functional analysis, including context analysis to inform integrated programming.
  4. Implement strategies to capture, organize, and disseminate knowledge effectively within the organization, fostering continuous learning and improvement.
  5. Facilitate cross functional coordination at the appropriate level and convene the counterparts from various technical/functional areas to ensure that Disaster Risk Management and Social Protection activities are delivered in a coherent, integrated and efficient manner.
  6. Provide advice to the Country Offices (COs) on the operationalization of multi-dimensional approaches across projects/programmes ensuring integration, layering and sequencing of activities to enhance disaster management and social protection systems.
  7. Monitor emerging policy and potential socio-economic trends and provide guidance, analysis and advice.
  8. Provide technical assistance to WFP to integrate Disaster Risk Management and Social Protection strategies into policies, plans and programmes.
  9. Provide timely situational updates to senior management, resilient food systems unit and a diverse range of stakeholders to ensure effective decision-making as well as required external support by the co/RB/HQ.
  10. Ensure that WFP's activities linked to the government Disaster Risk Management and Social Protection programmes and are coordinated with the affected communities, authorities and partners.
  11. Proactively provide advice and support on mobilization of WFP resources and capabilities for an effective and sustainable interventions.
  12. Lead the development of training and documentation of lessons learned to promote good knowledge management practices ensuring improvement of future activities.
  13. Ensure programme design advances WFP's Gender Equality and embeds nutrition-sensitive approaches.
  14. Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.
  15. Other activities, as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

Postgraduate qualification (postgraduate degree with a minimum of 5 years or a Bachelor's degree with a minimum of 7 years) in Economics, Social Policy, Social Sciences, international Development, or Disaster Risk Management.

Language:

Fluency in English and any of the UN languages. Knowledge of local is an asset.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Experience:

Candidates should possess a minimum of 5 years of professional experience in an international organization if they hold a Bachelor's degree, or 3 years of professional experience if they hold a Mater's degree, with specific experience working in the disaster management sector

KNOWLEDGE AND SKILLS

  • Strong knowledge and skills in emergency preparedness and response disaster risk management,, risk sensitive planning, social protection and data analysis as well as strong understanding of information analysis, monitoring and evaluation and reporting.
  • Knowledge & skills in project management, sector coordination, government and donor relations.
  • Knowledge in developing technical documents in the area of disaster management, and social protection.
  • Proven skills in advancing and advocating for gender equality, inclusion and nutrition with the disaster management sector.
