Duties and Responsibilities
The United Nations Regional Centre for Peace and Disarmament in Asia and the Pacific (UNRCPD) is a regional arm of the United Nations Office for Disarmament Affairs (UNODA) and assists 43 countries in the Asia-Pacific region to achieve their peace, security, and disarmament goals, through provision of substantive support; coordination of activities at the sub-regional, regional and international levels; and information sharing on global and regional activities. UNRCPD is mandated to provide, on request, substantive support for initiatives and other activities, mutually agreed upon by the Member States of the Asia-Pacific region, for the implementation of measures for peace and disarmament, and to coordinate the implementation of regional activities in Asia and the Pacific. (UN General Assembly resolution A/42/39D of November 30 1987) UNRCPD works in close partnership with regional and sub-regional organizations, as well as with other United Nations entities and civil society organizations. The Centre focuses its activities in three main areas: providing capacity building and technical assistance, creating and participating in dialogue fora, and engaging in outreach and advocacy on disarmament issues. The Consultant will review existing literature and strategy documents that are relevant for UNRCPD, and develop the elements for a Strategy Review workshop to be held in Kathmandu 20-21 May 2024. The consultant will then facilitate the in-person workshop. Following the workshop, the Consultant will collate the outputs from the workshop, and the consultations with select partners from government, international organizations, and civil society – and pull together a draft strategy and workplan for UNRCPD to cover the period until December 2025. The consultant will: 1. Review current UNODA Strategy documents, including the 2021-2025 UNODA Strategy, the Disarmament Education Strategy, and the draft Partnerships Strategy, and develop a bespoke SWOT analysis on threats, challenges, and opportunities for disarmament in the region; 2. Review existing activities and programmes of the UNRCPD; 3. Engage with key stakeholders, including select governments, international organizations, and civil society partners, to gather inputs and build a framework for engagement for UNRCPD; 4. Develop strategic goals and objectives for UNRCPD that are both consistent with the ODA’s overall strategy, as well as being cognizant of the regional opportunities and specificities; 5. Identify key areas of action and propose specific initiatives and measures to advance the work of UNRCPD in the region; 6. Outline the key elements for UNRCPDs workplan until December 2025; 7. Provide recommendations for support mechanisms, including technical and financial assistance, to ensure the effective implementation of the strategy.
Qualifications/special skills
• Advanced university degree (Master’s degree or equivalent) in field of international relations, political science or other relevant social science is required. • A minimum of seven years of progressively responsible and expert experience in business strategy, management, programme/project management and/or related area is required. • Established expertise in strategy development and policy analysis is required. • Experience that can demonstrate strong analytical, facilitation, and stakeholder engagement skills is required. • Experience working with government officials and in the framework of the United Nations and other intergovernmental organizations is desirable. • Experience with disarmament, arms control, and non-proliferation issues, particularly in the Asia Pacific region is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. Fluency in spoken and written English is required for this consultancy. Knowledge of an additional official UN language is desirable. Arabic, Chinese, English, French, Russian and Spanish are the official languages of the United Nations Secretariat.
