Org. Setting and Reporting
This position is located in the Operations and Advocacy Division (OAD), Office for the Coordination of Humanitarian Affairs (OCHA). OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions. This temporary job opening is being advertised for the position of Humanitarian Affairs Officer/ Head of Unit - Information, Analysis and Communications (IACU) based in Aden, Yemen. Under overall supervision of the Head of Office, the incumbent reports to the Deputy Head of Office (DHoO) OCHA, Yemen.
Responsibilities
Within delegated authority, the Humanitarian Affairs Officer/ Head of Unit - Information, Analysis and Communications Unit (IACU) will be responsible for the following duties: The IACU will lead data collection and analysis supporting OCHA Yemen and Humanitarian Coordination Team (HCT) priorities and processes (Humanitarian Program Cycle, mapping, data analysis, reporting, etc.). This unit will also lead the implementation of the HCT advocacy strategy, public communications (including social media), and better tracking of funding streams. In addition to the above, the Head of the Unit will be responsible for the following duties: • Advise the OCHA Head of Office on information management and communications issues, including strategic and immediate priorities. • Ensure maintenance of relevant working groups (Assessment & Information Management, Population, Communications, Advocacy; others, as needed) in accordance with IASC guidance to facilitate humanitarian information management and exchange & the promotion of data and information standards, as well as communication and advocacy requirements. • Monitors, analyzes, and reports on humanitarian developments, disaster relief/management programmes or emergency situations in assigned country/area; develops and maintains a "watch list" of countries with potential for humanitarian crisis. • Leads and/or participates in large, complex projects, to include disaster assessment or other missions; coordinates international humanitarian/emergency assistance for complex emergency/disaster situations; ensures necessary support (e.g. staff, funding, specialized equipment, supplies, etc.); prepares situation reports to the international community, apprising of situation to date and specifying unmet requirements of stricken countries. • Assists in the production of appeals for international assistance; ensures the proper use and spending of donor contributions channeled through OCHA. • Assists member states in capacity-building for handling emergency situations; develops country-specific indicators for countries of concern in collaboration with area experts and ensures the subsequent monitoring of these indicators; recommends actions based on the analysis of pertinent information. • Initiates and coordinates activities related to technical cooperation and technical assistance projects in disaster response and disaster response preparedness; formulates project proposals and relevant project documents; provides technical support to field work; reviews and clears project reports for submission to governments. • Manage reporting and analysis by establishing and maintaining reporting system within the country; oversee drafting and distribution of regular reports on the humanitarian situation; ensure the flow of information and analysis of developments in the country/region, including tracking trends and sharing reports with HQ, leadership, and key partners. • Organizes and prepares studies on humanitarian, emergency relief and related issues; organizes follows-up work, including interagency technical review meetings to support policy development work and decision-making on important issues; and ensures the implementation of recommendations emanating from relevant studies. • Assists or leads, as appropriate, in the preparation of OCHA reports, studies, background papers, policy guidelines, correspondence, presentations, background papers, policy guidelines, parliamentary documents, etc.; with respect to the latter, takes the lead in providing support and information to relevant councils or other entities on specific issues. • Lead and foster strategy, planning, development, and implementation of large, complex communications campaigns (e.g., global advocacy initiatives, regional public information programmes) and joint communications strategies in humanitarian contexts, leading common media, and communications efforts, including common messaging and chairing a humanitarian communications group. • Establishes and maintains contacts with government officials, other UN agencies, non- governmental organizations, diplomatic missions, media, etc.; ensures appropriate mechanisms to facilitate collaboration and exchange of information both in and outside the UN system, including early warning and contingency planning, etc. • Serves as the primary focal point on specific topics or policy-related issues; keeps abreast of latest developments, liaises with other humanitarian organizations, donors, etc., ensures appropriate monitoring and reporting mechanisms; provides information and advice on a range of related issues. • Organizes and participates in work groups, meetings, conferences, consultations with other agencies and partners humanitarian and emergency relief-related matters. • May participate in planning and preparation of unit budget and work program. • Provides leadership and work direction to assigned work teams, and/or mentors and supervises the work of new/junior officers. • Performs other related duties, as required.

Education
An advanced university degree (Master's degree or equivalent) in political science, social science, international studies, public administration, economics, engineering, earth sciences or a related field is required. A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven (7) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area is required. Experience in managing humanitarian information and public communications in a disaster response or complex emergency is required. Experience in a humanitarian context within the UN common system or in a comparable international organization is desirable. Experience in the Middle East and North Africa region is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of the Arabic language is desirable.

Special Notice
This position is funded for a period of Nine (9) months and may be subject to extension. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment". A current staff member who holds a fixed-term, permanent, or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. In its resolution 66/234, the General Assembly further "…stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed one year, effective 1 January 2013…". Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified. Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed term, continuing or permanent appointment, a former staff member will be ineligible for re-employment based on a temporary appointment for 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for three months following the separation. This equally applies, mutatis mutandis, concerning a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat. Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as "retirement." Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service. Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.
