We are currently seeking qualified Civic Participation Senior Manager candidates to be proposed on an anticipated USAID/Kyrgyz Republic New Civil Society Activity that would work to strengthen civil society and support civic participation in the Kyrgyz Republic. Availability of position is contingent upon award to FHI 360 and selection of final applicant is subject to USAID approval.

Job Summary:

The Civic Participation Senior Manager will be responsible for implementing activities to strengthen civic initiatives to increase effective, accountable governance. This position will work directly with citizens, community leaders, and CSOs/community-based organizations and networks, as well as engage government and business sector actors as appropriate.

Essential Job Functions: Duties and Responsibilities:

  • Provide technical leadership in design, development, planning and implementation, and capacity-building of specific technical components of the project.
  • Provide leadership for the staff members working on this project component, ensuring clarity of plans and priorities, encouraging effective teamwork.
  • Develop and maintain collaborative relationships with a wide array of project partners: community activists, youth leaders, CSOs, relevant government agencies, donors, other implementing organizations, FHI 360 colleagues, etc.
  • Develop tools for the design and implementation of technical strategies and project components.
  • Ensure and participate in quality project monitoring, evaluation and learning.
  • Review, analyze and evaluate the effectiveness of programs/projects and make recommendations for enhancements.
  • Represent the organization to external entities at professional meetings and conferences.

Qualifications and Requirements:

  • Bachelor’s degree or its international equivalent in international development, international affairs, or related field. At least 7-10 years of program design and management experience in civic mobilization, civil society strengthening, and government engagement and accountability; or, a Master’s degree in these fields and at least 5-7 years of experience.
  • Minimum 5 years of senior management of community organizing, civic participation, civil society strengthening, and/or government engagement, with preference given to experience Central Asia.
  • Demonstrated technical expertise and thought leadership in civic participation and enhancing government accountability.
  • Knowledge of USAID policies and procedures.
  • Experience recruiting, forming, and successfully managing teams and ensuring the quality of their collaboration and work products.
  • Knowledge of the political, social, cultural, environmental, and development context of the Central Asia (Kyrgyz Republic) experience preferred.
  • Strong written and verbal communication skills in Kyrgyz and Russian required, English preferred.
