I. Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Global Partnerships and External Relations (GLO) is responsible for UNIDO's relations with Member States and all external partners, including through the policymaking organs. It plays a central role in interaction and collaboration with traditional and non-traditional donors; oversees the regional bureaus as well as the network of established field offices, liaison offices and Investment and Technology Promotion Offices; and supports the implementation of particularly complex projects, programmes and special assignments, thus also fulfilling an important role in safeguarding their quality and the reputation of the Organization.

The position is located under the Division of ITPOs and Institutional Partnerships (GLO/ITP) will link UNIDO's Investment and Technology Promotion Offices (ITPOs) with international corporate partners and use the ITP network to forge partnerships with development partners.

The Assistant Technical Expert works under the overall guidance of the Chief of the Division of ITPOs and Institutional Partnerships (GLO/ITP) and the direct supervision of the Head of the Investment and Technology Promotion Office in Germany (ITPO Germany) in close collaboration with colleagues to support the mandate of the Division to engage in match-making and partnership development at corporate, institutional, and political levels to support developing countries and countries with economies in transition in becoming attractive investment locations resulting in increased levels of investments and, through investors and partners that the ITPOs bring to the table, engage in technology exchange partnerships that enable them to adopt new technologies for sustainable industrial development.

At the L1 level, the incumbent is expected to deliver: (a) work requiring basic conceptual comprehension; (b) in creating an enabling environment for supportive exposure and growth; (c) in building relationships which contributes to information acquisition and (d) in achieving results that provide basic substantive baselines. The measure of success is timely delivery of results.

The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, within as well as outside the unit. Within the formal teams, the incumbent may be expected to backstop other team members as required.

Staff members are subject to the authority of the Director-General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.

  1. Main Responsibilities

As a team member, whether on a divisional, cross-functional or cross sectoral level, the incumbent shall carry out the following activities to achieve the results of and the outcomes of the ITPO Germany:

  • Identify and connect with sustainable technology providers and potential partner organizations, especially with focus on the agribusiness, energy and humanitarian sectors;
  • Promote the Investment and Technology Promotion Platform (ITPP) through identification of suitable technologies and projects and communicate with companies to create content on the platform. Contribute to the content development of UNIDO ITPO Germany’s CRM system which is to be connected to the ITPP;
  • Contribute to the organization of delegation trips to selected markets in emerging economies and Germany, as well as joint pavilions on international trade fairs, B2B matchmaking events and conferences; Provide operational support to the efficient running of the daily operations of ITPO Germany, including support with decentralized procurement processes, ensuring that assigned inputs and outputs are delivered on time at the right level of quality and within the allocated budget;
  • Contribute to ITPO Germany’s Advisory Programme through providing organizational support to the advisors in close coordination with the Investment and Technology Promotion Experts at ITPO Germany;
  • Contribute to monitoring and reporting on the progress of activities of ITPO Germany to identify potential bottlenecks and advise on remedial actions, for the attention of the ITPO Germany Head;
  • Provide inputs to the annual work program, annual report, ad-hoc reports including technical and concept papers or other inputs for seminars, conferences, expert group meetings for ITPO Germany as required;
  • Create high quality media and multimedia content; communicate results and impact of ITPO Germany’s activities through impact storytelling; prepare social media posts and co-manage the ITPO Germany social media accounts;
  • Co-manage ITPO Germany’s website in close cooperation with the external website provider;
  • Prepare and hold presentations and/or moderate sessions on dedicated international events;
  • Design communication materials and tools for ITPO Germany in alignment with UNIDO Communication Guidelines and in cooperation and collaboration with the ITPO Germany Professional Staff and external service providers; prepare promotional material for meetings, events, exhibitions and investment forums; prepare press releases, papers, presentations and technical publications / reports (English / German); research and analyse information;
  • Perform other related duties and assignments as required by the Head and the Deputy Heads.

  1. Minimum Organizational Requirements

Education: Advanced university degree (master’s or equivalent) in economics, environmental science, energy, engineering, agriculture, sciences or other field relevant to UNIDO’s mandate, is required.

Experience

  • A minimum of one (1) year of relevant work experience, including practical application of the context of technical cooperation activities is required.

  • Knowledge of intergovernmental affairs and interagency cooperation on sustainable development and climate change issues is desirable.
  • Exposure to the needs, conditions and problems in developing countries is desirable.
  • Professional experience in working with the German Private Sector in the area of investment and technology promotion is required.
  • Working experience in at least one of the focus sectors (agribusiness, energy and humanitarian sector) is required.
  • Professional communication skills, including social media and website skills (especially WordPress), experience in event organization, outstanding writing skills and strong interpersonal skills are desirable.
  • Working experience within the UN system and familiarity with procurement processes is desirable.

Languages: Fluency in written and spoken English and German is required. Fluency in or working knowledge of other official language(s) of the United Nations, is desirable.


NOTE: UNIDO professional level applicants are required to have served at least one year in their current post if applying for a higher-level position. However, the seniority-in-grade requirements for applying for higher-level positions, as per paragraphs 18 and 78 of the HRMF, have been waived.

UNIDO General Service applicants are required to be at least at the GS-5 level; to have served in their current position for at least two years; and to have served in UNIDO for at least five years.
