Context

Since 2015, NRC Nigeria has been working to help displacement-affected communities meet their basic needs, improve their livelihoods, access essential services, and enhance their resilience to future shocks through our six core competencies: Water, Sanitation, and Hygiene (WASH), Shelter, Education, Information, Counselling and Legal Assistance (ICLA), Livelihoods and Food Security (LFS), Camp Management, and Protection. NRC provides immediate assistance during the onset of emergencies through the Rapid Response Mechanism (RRM). In 2021, NRC reached out to over 269,000 people with assistance. 

The crisis in Nigeria is marked by brutal violence against civilians, causing acute humanitarian needs and displacement. In the northeast, the 13-year conflict has shattered lives, infrastructure, basic services, and social fabric. 

Two million people are internally displaced across Borno, Adamawa, and Yobe states. Approximately half of these live within local communities, increasing pressure on scarce resources. Access to food is limited, particularly in Borno state, where most families are already facing crisis levels of food insecurity. Civilians, including aid workers, continue to be the target of deadly attacks by non-state armed groups, and transport corridors are persistently insecure. 

In the northwest and north-central regions, violence and displacement are rooted in disputes over land and resources, which have been worsened by climate change. Criminality is on the rise. 

Livelihood opportunities are scarce, and children face an uncertain future, unable to access quality education. Many families have lost identity papers while fleeing or never obtained them, hindering their access to essential services.

What you will do:

 The Grants Manager will contribute to achieving quality programming by leading effective grants management processes across [Country office] operations. The Grants Manager is responsible for supporting budget holders to ensure donor compliance across the project portfolio, to lead on the development of high quality and timely donor reports and other external products and to lead on project revision processes and support on grant agreement negotiations. The Grants Manager will support the fundraising strategy and support responsible growth of the grants portfolio by providing insight on funding trends, leading on proposal development processes and supporting donor engagement as delegated by the Head of Programme. The Grants Manager will be responsible for the completion of key mandatory activities under NRC’s Project Cycle Management (PCM) framework and will contribute to supporting a culture of accountability and high performance. 

  1. Line management responsibilities for directly reporting staff. This includes the performance management process; setting clear goals aligned to country strategy and priorities, and to follow up and support staff’s achievement. Furthermore, responsible for key processes as workforce planning, recruitment, staff induction and development and Duty of Care.
  2. Compliance and adherence to NRC policies, CC tools, handbooks and guidelines and a specific responsibility for Grants Management policies and procedures.
  3. Contribute to the development of the Country Office fundraising and business development strategy in support to the Head of Programme and Country Director.
  4. Develop and maintain an overview of all grants, donor requirements, rules and regulations, and deadlines, including filing of grant documents.
  5. Lead the process of developing concept notes, proposals and reports in close collaboration with programme and support teams across the Country Office and Area Offices to ensure timely and high-quality submission. 
  6. Support budget-holders ensure donor compliance and quality control across the project portfolio.
  7. Responsible to set up and continuously improve internal grant management systems and processes; Document, analyse and share learning from proposal and reporting processes, and compliance with donor rules and regulations.
  8. Represent NRC with relevant partners, donors, and other external stakeholders, as delegated by the Head of Programme.
  9. Facilitate Project Cycle Management (PCM) activities, including inclusion of cross-cutting programme elements and M&E structures throughout all stages of the PCM.
  10. Provide an internal help-desk function on donor compliance and PCM framework.
  11. Responsible to provide technical Grants support, guidelines and trainings across the Country Office, and share knowledge with Grants staff to ensure that they meet NRC’s standards and requirements. Also contribute to the induction of new staff with training of NRC Grants processes.
  12. Promote the rights of Displacement affected People in line with NRC Response Policy and CO Advocacy Strategy.
  13. Any other tasks as delegated by the Head of Programme.

QUALIFICATIONS

What you will bring:

  • Minimum 3 years of relevant and related experience in a similar level working in a humanitarian/recovery context. (e.g., with institutional humanitarian and development donors) 
  • Experience working in complex environments and with Displacement affected people;
  • Good understanding of donor rules and regulations Knowledge of institutional donors’ rules, regulations, priorities, and compliance requirements – NMFA, Equinor, ECHO, BHA, NMFA, Sida, etc
  • Proven skills and experience in report and proposal development and working with multiple donors and working with budgets;
  • Good personal organisational skills, including time management, and ability to meet deadlines and work under pressure;
  • Willingness to travel to area offices and work in difficult environment according to travel requirements.
  • Excellent written and oral communication skills in English. 

Context/ Specific skills, knowledge and experience:  

  • Knowledge about own leadership skills/profile.
  • MS and Excel skills 
  • Fluency in English, both written and verbal
  • Knowledge of the context in Nigeria
  • Experience in navigating and operating within challenging and unstable environments, disaster preparedness, response and recovery programming.
  • Experience from working in complex and volatile contexts. 
  • Documented results related to the position’s responsibilities.
  • Ability to work under pressure, independently and with limited supervision.
  • Be an active listener; open-minded; good inter-personal relations, excel in analysing information and giving feedback and have a positive attitude toward people
