Job Description

Scope of Work:

Researchers from the International Food Policy Research Institute, the University of California – Berkeley, and UC San Diego (hereafter, the principal investigators, or PIs) are conducting a study to improve women’s empowerment beyond the household—including in governance at different levels. Specifically, we are testing whether a training intervention designed to strengthen women’s sense of collective efficacy and leadership skills will improve their voice and agency, and whether training of their husbands will increase men’s support for women’s voice and agency, via a randomized control trial (RCT) being implemented in 3 southwestern states of Nigeria during 2023 (Osun, Ogun, and Oyo).

This contract with a survey firm will cover several activities associated with preparation for, and rollout of, a 60-minute, face-to-face, endline survey of at least 4,500 men from Osun, Ogun, and Oyo states (150 wards in each state) during November 2023 – February 2024. It will further cover a 15 minute face-to-face survey of these men’s wives. The men are all husbands of women participants in the RCT; there were 13 women participants in each ward, and the firm must interview at least 4,500 spousal partners (a partner consists of a husband and a wife who are both interviewed) – which is an average of 10 partners in each ward. This contract is the amount for covering 4,500 men and their pouses, but may be amended if the firm thinks they can interview more, and we ask them to attempt to interview all 5,800 men in these 450 communities.

The consultant will begin project activities on November 30, 2023, and complete all activities by February 29, 2024. Prior to the start of the endline survey, the consultant will share a detailed field (enumeration) plan with the survey team, a training manual/ material(s) to be shared with participants and conduct four days of training for enumerators.

For the data collection, the consultant will use SurveyCTO software for instrument scripting and data collection. The consultant will conduct at least 4,500 face-to-face interviews for the endline survey, including the payment of incentives to male respondents (incentives for women are covered by another project’s budget) to ensure interview completion. At the conclusion of the endline survey, the consultant will provide PIs with access to an electronic copy of the cleaned and processed survey data along with a fieldwork report.

Required Qualifications:

Excellent knowledge of women’s empowerment programming in Nigeria, and women’s civil society organizations’ operations and roles

Facility with any required local languages as well as English

Ample experience designing, fielding, and analyzing data from household surveys in Nigeria

Specialization in conducted large-scale randomized control trials (RCTs) in Nigeria

Experience and demonstrated track record in working with PIs to secure large grants to fund follow-up waves of data collection in the context of RCTs

Professional demeanor in all practice and particularly in oral and written communication

Ability to approach people in a friendly, compelling, and engaging way

Experience securing government support for and local IRB approval of household surveys in Nigeria

Time-conscious, able to respect deadlines

Good communication skills
