With funding from Green Climate Fund (GCF), Swiss and Swedish governments, UNDP Georgia and Government of Georgia is implementing 7-year program dedicated to Reducing the Risk of Climate-Driven Disasters since 2019. The program includes three inter-related on-going projects, including GCF funded, 7-year project entitled: “Scaling-up Multi-Hazard Early Warning System and the Use of Climate Information in Georgia” (hereafter GCF project). SDC funded 5-year project “Strengthening the Climate Adaptation Capacities in Georgia” and SIDA funded 4-year project on “Improved Resilience of Communities to Climate Risks”. The program is implemented under National Implementation Modality (NIM) with the Ministry of Environmental Protection and Agriculture (MEPA playing) and executing entity’s/implementing partner’s role for it.
An overall objective of the project is to reduce exposure of Georgia’s communities, livelihoods and infrastructure to climate-induced natural hazards through a well-functioning nation-wide multi-hazard early warning system and risk-informed local action.
The project objective will be achieved through three outputs: i) expanded climate-induced natural hazard observation network and modelling capacities secure reliable information on climate-induced hazards, vulnerability and risks; ii) Multi-hazard early warning system (MHEWs) and new climate information products supported with effective national regulations, coordination mechanism and institutional capacities; iii) improved community resilience through the implementation of MHEWs and priority risk reduction measures.
Since the programme consists of 3 projects, which are interrelated and interdependent, timely and effective implementation of activities are crucial for project/programme delivery. Herewith, the procurement of the similar services/works may be initiated under single call, which also requires detailed analysis and better planning of the procurement process.
There are specific products/services, which are expected to be procured by governmental agencies under the Letter of Agreements (LoA). Those procurement cases are subject of local state procurement rules and guidelines. Considering limited capacities within the partner agencies, in order to ensure timely and successful completion of those procurement cases, Procurement Associate is expected to analyze, review and advice on State Procurement legislation/procedures.
Programme thematic experts, who are assigned to develop technical specifications and the tender requirements for the respective goods/services, require additional guidance from Procurement Associate to ensure compliance to the rules, guidelines and the established practice in public procurement.
Procurement Associate supervises the procurement processes in order to obtain the best value for money. He/she analyzes and interprets the financial rules and regulations and provides solutions to a wide spectrum of complex issues related to procurement. The Procurement Associate promotes a collaborative, client-focused, quality and results-oriented approach in the Unit.
Duties and Responsibilities
Procurement Associate ensures execution of transparent and efficient procurement services and processes for the programme consisting of GCF/SDC/SIDA funded projects.
- Plans, organizes and manages procurement process for the projects.
- Provides advice on state procurement processes to the project managers/coordinator.
- Reviews procurement processes conducted by GCF/SDC/SIDA-funded projects and implementing partners.
- Participates in the analysis and summarization of ToRs;
- Ensures preparation of procurement plans for the programme and monitors their implementation.
- Liases and cooperates with the Project Team, Experts, Implementing Partners and UN CO Procurement Team on project related procurement issues/cases.
- Upon request of E&E Portfolio team leader, GCF project coordinator, SDC and SIDA Project managers supervises/manages execution of complex, large scale contracts.
- For the complex/large scale contracts ensures coordination between contractors, project experts and national stakeholders.
The incumbent will work under the technical guidance of CTA and direct supervision of GCF Project National Coordinator. Directly reports to GCF Project National Coordinator and is responsible to lead procurement processes and execution of larger scale/complex contracts.

Required Skills and Experience
- Secondary education.
- Bachelor´s degree in engineering (civil), electronics, business or public administration, supply chain/logistics, finance, economics or related fields will be given due consideration, but this is not a requirement.
- CIPS level 3 or equivalent to CIPS 3 level is mandatory, CIPS level above 3 is an asset.
- Minimum 7 years (with Secondary education) or 4 years (with Bachelor´s degree) of experience in administration/operations related to procurement.
- Excellent writing skills.
- Computer literacy.
- Previous working experience in international organizations, UN Agencies, is an advantage, especially knowledge about Business Processes.
- Experience of procuring high value complex requirements, with any of the following categories – civil works/construction projects, IT/ communication technology, complex services is an asset.
- Working experience in climate change and adaptation project(s) will be considered as an asset.
- Knowledge of public procurement principles is an asset.
- Excellent written and verbal communication skills in English and Georgian.
