The BIS supports central banks’ pursuit of monetary and financial stability through international cooperation, and serves as a bank for central banks.

Key to this mission, we offer a broad range of banking services to our customers, which are central banks, monetary authorities and international organisations. Our products are designed with our clients’ reserve management needs in mind – in particular, the requirements for safety, liquidity and return.

Headquartered in Basel, we also operate dealing rooms across our Hong Kong SAR and Mexico City bases and offer round-the-clock services as a result.

The Head of our Banking Department oversees all aspects of these operations. In addition to implementing the department's strategy, they supervise all dealing and support operations involved in the management of the Bank’s assets and liabilities and ensure that a wide range of banking services is effectively provided to central banks. In addition, they ensure that attractive and innovative investment instruments are developed for our customers.

The successful candidate will:

  • be an outstanding and strategic leader with a depth of experience gained in a senior position in a major financial institution. The Head of Department shapes the Bank’s strategic planning and management as a member of the Executive and Finance Committees.
  • have a clear record of achievement in international banking, with experience in prudent treasury, asset/liability management and portfolio management.
  • have broad knowledge of financial markets and central bank operations and an understanding of the institutional environment for central banks and supranational organisations.

Job Description

Position : Head of Banking Department

The position is in: Banking Department

Position reports to: General Manager

Contract duration: Five years renewable fixed-term contract

Purpose of the job: Oversees all aspects of the BIS’ banking operations. Supervises all dealing and support operations involved in the management of the Bank’s assets and liabilities. Ensures that a wide range of banking services is effectively provided to central banks.

Principal accountabilities:

  • Implements the Banking Department’s strategy as decided by the General Manager under the Board’s overall strategic and policy direction.
  • Keeps the General Manager and Deputy General Manager informed about overall activities and developments.
  • Oversees the provision of financial services to the BIS’s customer base of central banks and supranationals by ensuring that attractive investment instruments are designed and offered.
  • Takes a leadership role in managing the Banking Department’s external relationships.
  • Is responsible for all the dealing and support operations involved in the management of the Bank’s assets and liabilities, the Bank’s own capital and third-party portfolio management activity.
  • Works to deliver an appropriate return on the Bank’s financial services and on the investment of its capital subject to observing the BIS’ risk parameters.
  • Coordinates with Risk Management Department to ensure the strength of the BIS’ balance sheet resilience to adverse market events.
  • Manages, leads and motivates the department’s staff (approximately 120 staff).
  • Takes a leadership role in managing the information flow within the Banking Department, and allocates resources from across the Department to work on identified issues.
  • Drives institutional change in the Department, including through the adoption of new technologies to facilitate business opportunities and mitigate risks
  • Participates in the Bank’s strategic planning and management as a member of the Executive (ExCo) and Finance (FICO) Committees.

Qualification:

  • Clear record of achievement in international banking with experience in prudent treasury, asset/liability management and/or portfolio management
  • Broad knowledge of central bank operations and financial markets
  • Understanding of the institutional environment for central banks and supranational organisations
  • Master’s degree in economics, finance or equivalent preferred

Skills:

  • Analytical, managerial and leadership skills
  • Proven strategic leadership
  • Deep understanding of financial markets and macroeconomics
  • Excellent interpersonal and communication skills
  • Excellent English language abilities

Work experience:

  • At least 10 years of experience in a visible, senior position in one or more major financial institutions
