Our Work In Sierra Leone:

Partners In Health Sierra Leone LLC (PIH) began supporting the government of Sierra Leone in response to the Ebola epidemic in October 2014. Recognizing the large need for continued investments in the health system after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of Health and Sanitation (MOHS), guided by the same principles as our emergency response and our work around the world: public sector accompaniment, integrated and comprehensive services, social justice, nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In the aftermath of the epidemic, PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, from the community level to the health center and to referral hospitals.

Position Overview

Reporting to the Finance Director, the Finance Manager, MCOE is responsible for producing various financial analyses for MCOE planning and analysis, accounting entries, restricted revenue accounts, and other ad-hoc financial planning needs. This role will be responsible for regularly providing the Finance Director, Senior Director of Operations and MCOE Planning and Partners In Health Sierra Leone (PIH-SL) senior management team with relevant information to facilitate decision-making, supporting the use of routine financial management processes and software, and building the capacity of the MCOE team in all financial planning and management processes.

Main Responsibilities

  • Oversee the finances of the MCOE project, including monitoring budget vs. actual spending, updating expense projections, and aligning revenue projections with project activities in collaboration with fundraising teams.
  • Collaborate with Finance Manager, Flagship Projects on MCOE financial models.
  • Lead the MCOE annual budget development process, including mid-year budget modifications and partner budget revisions, in coordination with the MCOE Program Specialist and key staff involved in the project.
  • Manage the MCOE financial model and budget tool, ensuring budget changes are incorporated into the overall model.
  • Work closely with the MCOE and Flagships teams to incorporate any changes in project plans into financial projections.
  • Work closely with PIH-Sierra Leone and the Boston-based Finance team on financial reporting, analysis, and planning related to the MCOE.
  • Maintain and improve expenditure monitoring and tracking systems.
  • Perform monthly financial analyses of MCOE expenditures versus actuals and organize monthly meetings to share results with the MCOE team.
  • Provide regular updates to the Sierra Leone Senior Management Team and Flagships Team on financial risks and considerations related to the MCOE project.
  • Ensure financial models are incorporated into PIH budget systems with the Coordination Site finance team.
  • Liaise with partners and contractors to ensure alignment of budgets and financial projections.
  • Monitor and report on contractor budgets and expenditure with the Infrastructure team.
  • Track all MCOE expenditures with Finance officers.
  • Lead meetings with the National Revenue Authority and manage the process of GST refunds from NRA to PIH SL.
  • Establish and lead relationships with the Ministry of Finance and the Ministry of Health and Sanitation to accomplish government financial allocations to the MCOE project.
  • Foster and nurture strong relationships with government counterparts to ensure transparency in MCOE finance and financial sustainability of the project.
  • Share knowledge and build the capacity of the Finance team – excel, PowerBI, Serenic, filing.

Qualification and Experience

  • Master’s degree in Finance, Business Administration, or associated field preferred.
  • Bachelor’s degree in finance from an accredited college or university.
  • 5+ years progressively responsible finance experience, including project management.
  • Experience building financial models that include both capital projects and operating costs. Experience building financial models for construction projects preferred.
  • Proven experience learning new systems, processes, and problem solving.
  • Intermediate to advanced Microsoft (MS) Excel skills; preferably experience with Serenic (MS Dynamics NAV), MS Office 365 Suite, Power BI.
  • Organized and structured in daily duties, able to manage tasks with minimal oversight and consistently deliver.
  • Excellent attention to detail.
  • Team player and ability to establish strong relationships, including co-creating work with others.
  • Interest in social justice and the cause of global health equity preferred.
