These jobs are found in Adama and Semera. In the field. The role holders will liaise and cooperate with all staff in the various sections of the CO Fleet and HQ Fleet or the designate. In RBs and HQ, job holders report to a more senior Logistics Officer. Job holders are likely to be working closely with a more experienced professional staff member receiving guidance and regular feedback on work performed.
With the growing size of the WFP Fleet in Ethiopia, which is prompted by the upsurge in operations, Fleet operations have been decentralized to guarantee coverage of the country whenever and wherever transport challenges are faced. However, this decentralization of fleet operations brought another challenge in its management, especially in coordination of the fleet utilization, maintenance, spare parts inventory management, fuel, and many others. The incumbent, under the supervision of the Fleet Manager, Assist overall management of all Fleet operations, workshop activities and oversight of all Area Offices’ and Sub-Offices’ fleet/workshop assets and co-ordinate Fleet operations in accordance with the procedures, normative guidelines, and business rules as set by WFP.
Under the overall guidance and supervision of the Head of Fleet, the incumbent will perform the following duties and responsibilities:
1. Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records maintained properly.
2. Assist with Supply Chain Logistics operations including all logistics assets in order to ensure timely and cost-effective delivery of WFP cargoes.
3. Assist in the training of staff, particularly GS staff; are adequately trained, cross trained and identify any additional training needs to achieve high working standards.
4. Follow up on projection of needs and call forward requirement.
5. Follow the movement of food and non-food items for the projects and operations in the country.
6. Identify the need of Fleet capacity in various sub stations in terms of food deliveries and geographical location and assign Fleet trucks accordingly.
7. Identify the need, based on programme plan, and request fuel accordingly.
8. Supervise Fleet staff as when required.
9. Handle petty cash and operational advance.
10. Carry out assessments of road conditions and purchase appropriate types of tyres with minimum cost.
11. Identify staffing needs in AOs and advise the Fleet Manager accordingly.
12. Administer Fleet Wave and make sure all the data is up to date.
13. Prepare yearly procurement plan and submit it to Head of Fleet.
14. Conduct regular meetings with service providers and identify areas where trainings are to be arranged for outsourced staff to maximize performance.
15. Develop procedures for maximum utilization of Fleet trucks.
16. Evaluate the technical conditions of aged Fleet trucks and advise on disposal.
17. Reconcile FMS and LESS data on monthly basis for deliveries made by Fleet.
18. Monitor fuel consumption on monthly and analyse the consumption of each truck.
19. Extract data from FMS and prepare monthly, quarterly, and yearly reports.
20. Assist all Area offices’ and Sub-offices’ fleet/workshop’s that maximum health and safety requirements are met in full, together with considerations for environmental needs.
21. Travel occasionally to all Area offices and Sub offices as and when required by the Organisation.
22. Will perform any other duties as requested by Head of Fleet/Supply Chain.

Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management, or another related field, or First University degree with additional years of related work experience and/or training/courses.
Experience: At least 2 years of post-graduate professional and relevant work experience in a humanitarian organization and dealing with logistics operations.
Knowledge & Skills:
• Experience coordinating service providers’ contract execution.
• Experience in evaluating offers and writing proposals.
• Experience in report writing.
• Ability to provide basic technical advice and maintain effective (inclusive, collaborative, unified) logistics coordination mechanisms with humanitarian partners and other relevant stakeholders
Languages: Fluency in oral and written communication in English and Local Language.
