PHC, as a whole-of-society approach for health, is rooted in social justice and solidarity, which makes it a unifying strategy and a cornerstone for achieving the Universal Health Coverage. Evidence shows that PHC-based health systems are efficient, effective and that they deliver equitably. The WHO 13th General Programme of Work (GPW13) emphasizes on strategic shifts by stepping up leadership role of WHO, focusing global public health goods on impact in countries, and working in an integrated way avoiding fragmentation and programme silos. Provide senior technical leadership in establishing new approaches, evidence-based policies and strategies, and capacity building initiatives for implementation across Regional and Country Office programmes in the areas of PHC for UHC, and particularly on building health systems resilience, with due consideration of EPHFs in planning, planning and primary care services.
Provide senior technical leadership in establishing new approaches, evidence-based policies and strategies, and capacity building initiatives for supporting the development and implementation of PHC strategies and EPHFs in FCV context countries.
Support effective coordination, management, and accountability of the UHC Partnership and other related programmes under the UHC Joint Working Team and the PHC Special Programme in delivering their objectives with a particular focus on resilience and EPHFs.
Contribute to providing technical support to Member States in the implementation of the PHC Operational Framework and the PHC Measurement Framework and indicators.
Develop guidance and provide country support on health system resilience, PHC and EPHF, UHC and health security.
Contribute to the implementation of PHC strategies including EPHFs in FCV countries.
Build innovative evidence-based approaches to strategic planning, policy dialogue and health systems policy development to strengthen country capacities for developing robust PHC for UHC strategies with particular emphasis on resilience and EPHFs.
Develop, test, and implement models and strategies for policy dialogue with political and administrative health authorities in response to country demand for support to strategic planning on PHC for UHC, with particular emphasis on resilience and EPHFs.
Provide advice in relation to policy and procedures on building health systems resilience and implementing EPHFs.
Develop and implement processes for assessing resilience and EPHFs, related health systems needs and identifying, evaluating and disseminating best practice models.
Develop collaboration and synergies with other departments, clusters and stakeholders outside the Organization on areas of common programmatic interest.
Represent WHO at interagency, international, regional, and national meetings related to resilience and EPHFs as well as to supporting PHC in FCV context countries.

Essential: An advanced level university degree in public health, health policy and management, health system, health emergencies or related field relevant to the functions of the position.
Desirable: A PhD in one of the above-mentioned fields.
A minimum of 10 years of professional experience in planning, managing or developing health systems with a focus on PHC or UHC at the national and international levels, including in developing countries and those in the FCV settings.
Demonstrated track record of achieving national level results through PHC and UHC strategies and integrated planning in diverse country contexts including LICs/MICS and fragile settings.
Demonstrated track record of publications of articles in peer reviewed journals related to the field of PHC, EPHFs and health system resilience.
Experience of multi-agency collaboration on health system resilience and EPHFs from global to regional and country levels.
Experience in working with an extensive network of technical partners (e.g. academia, donors, and research institutes); experience in the oversight of public health institutes and programmes; and management experience in leading multi-cultural and multi-disciplinary teams.
Leadership in managing projects/programmes including financial resources.
Leadership and skills in mobilizing resources.
Ability to provide sound methodological and technical leadership, advice and guidance to stakeholders and partners in countries, technical programs and other organizations on PHC and UHC, resilience and EPHFs.
Ability to innovate, integrate, synthesize and communicate complex concepts and ideas verbally and in writing.
Ability to work effectively with colleagues at Regional, inter-country and country levels.

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5364 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
