SG&R’s Energy Division is working to develop and implement low emission energy technology alternatives, raise private financing for energy infrastructure, bring efficiency to utilities, work with governments on legal and regulatory reforms to alleviate bottlenecks in energy generation and consumption, and increase access to green energy to sustain economic growth and reduce poverty. We serve as a chosen partner for USAID’s Power Africa program in sub-Sahara Africa and have a growing international energy portfolio of over $250 million across Africa, Asia, and the Pacific Islands.

Project Description

The purpose of the USAID Mexico Partnership for Net Zero Cities is to reduce greenhouse gas emissions by improving energy efficiency measures in the buildings and transportation sectors, and reducing Short Lived Climate Pollutants (SLCP), thereby helping to put Mexico on a pathway to net zero emissions after 2030. The program will be based in Mexico City and include programming throughout Mexico.


Position Description

RTI seeks a Gender Equality and Social Inclusion (GESI) Specialist for the recently awarded USAID Mexico Partnership for Net Zero Cities program. The Gender Equality and Social Inclusion (GESI) Specialist will report to the Monitoring, Evaluation, and Learning (MEL) Manager. This position is based in Mexico - preferably in Mexico City.


  • Provide technical leadership and oversight, and integration of Gender Equality and Social Inclusion approaches across all program activities.
  • Develop and lead the implementation of the project’s GESI strategy and support the Monitoring, Evaluation, and Learning (MEL) Manager with the development and adaptation of tools and approaches to support the strategy.
  • Work closely with the monitoring and evaluation (M&E) team to ensure that gender and social inclusion issues are reflected in the MEL plan, framework, and reports to assess whether GESI objectives are being met. Ensure gender sensitive performance indicators are in place to effectively measure gender equity during project implementation.
  • Lead the design and integration of gender equality and social inclusion (GESI) activities and tools in work planning to promote gender equity in project implementation and achieve GESI project outcomes.
  • Collaborate with the technical team on integrating GESI activities in technical assistance, grants, capacity development, and pilot projects. Use GESI analysis to purposefully engage women and marginalized population in all project activities.
  • Identify target groups through social assessments, ensure participatory approaches are used and stakeholders involved understand the importance of such assessments.
  • Work closely with project staff to build their capacity and increase their understanding of GESI issues, integrate inclusive approaches and consider social and economic impacts of project activities on women, youth, and persons with disabilities.
  • Identify GESI-related activities and potential opportunities with organizations working with underrepresented groups.
  • Build capacity of partner organizations to use GESI methodologies and provide training, tools, and support to mainstream these GESI methodologies in their policies, management systems, and programs. Coordinate gender program strategies as appropriate with partner organizations.
  • Disseminate best practices and lessons learned related GESI with project staff and partner organizations.
  • Collaborate with technical team and Communications and Knowledge Management Specialist to write success stories focused on GESI activities.
  • Support development of GESI sensitive behavior change communication and messages.
  • Foster and maintain strong relationships with social inclusion stakeholders, including the government, the private sector, and civil society.


  • Master’s degree in a related field and 6 year of experience, or bachelor’s degree and 8 years of experience.
  • Experience working to design and implement gender and social inclusion considerations in programming for donor-funded development programs in Mexico.
  • Experience integrating GESI approaches in the transportation and energy sectors highly desired.
  • Experience building the capacity of project teams and partners to improve gender equity and social inclusion outcomes.
  • Excellent interpersonal, verbal and written fluency in English and Spanish, along with strong communications, and presentation skills.
  • Work experience in the Mexico required.
  • Experience working with USAID or other donor-funded projects preferred.
