ICMP endeavors to secure the co-operation of governments and other authorities in locating persons missing as a result of conflicts, human rights abuses, disasters, organized violence and other causes and to assist them in doing so. ICMP also supports the work of other organizations in their efforts, encourages public involvement in its activities and contributes to the development of appropriate expressions of commemoration and tribute to the missing.

This Opportunity

ICMP is looking for a versatile and experienced Project Manager to coordinate and facilitate an organization-wide upgrade of capacities in the fields of human identification DNA testing, associated information management systems, infrastructure and through-put capacities. The Project Manager will be responsible for preparing and reporting on meeting of the Project Implementation Group (PIG) consisting of ICMP senior staff and external advisors. The Project Manager will work closely with ICMP technical staff and contractors to ensure all project requirements, deadlines, and schedules are on track.

This roles requires someone with strong organizational and superior communications skills and a sharp understanding of program management with the ability to work under pressure and within tight timelines. Background knowledge related to scientific analysis laboratory work-flows and information management is required. Job in Brief

The Program Manager's main job duties are the following:

  • Meet regularly and as required with project team members to identify and resolve issues
  • Ensure deliverables are completed on time and to the expected quality standard
  • Prepare status reports by gathering, analyzing and summarizing relevant information
  • Schedule, prepare and chair PIG meetings, and draft follow reports
  • Work closely with ICMP grant management and finance colleagues to ensure the timely and accurate drafting of narrative and financial reports required by the donor
  • Responsible to coordinate any project and budget modification requests and approvals within the PIG
  • Draft tender requirements and participate in selection processes related to expanding the HID lab space, and remodeling office space to accommodate new personnel
  • Acting as focal point for procurement experts, external contractors such as engineer and construction companies and other short-term project staff during various phases of the project
  • Draft a project sustainability strategy and inputs into new funding proposals to ensure ongoing and regular future funding for the ICMP HID lab

Job Qualifications

  • Bachelors or Masters degree in related field
  • Project Management Professional (PMP) certification
  • At least five years of related experience preferably in an international organization
  • Strong understanding of formal project management methodologies
  • Background in grant management, financial reporting and donor relations
  • Professionally fluency in English, knowledge of Dutch is an asset
  • Knowledge and experience related to scientific analysis laboratory work-flows and information management.
  • Excellent interpersonal skills with the ability to work effectively with people from various and diverse technical and cultural backgrounds, work experiences, ages and gender
  • Physical and mental resilience, with the ability to operate effectively in deadline driver environments and to manage a heathy work-life equilibrium

Salary and Allowances

This is a full-time 24 month position with a competitive base salary at the E5 level on the ICMP professional salary scale, includes a post adjustment, six weeks of paid leave and extended health and dental benefits. The position is eligible for expatriate benefits including relocation allowance, education allowance for eligible dependent children and dependent health insurance coverage.

This position is based in the international city of peace and justice, The Hague, The Netherlands. The Hague is a comfortable city and appeals to those with a wide range of interests. Expected start date: 1 November 2022
