Purpose of consultancy


The purpose of the WHO Country Office Bangladesh on “Health Systems Expert” roster is to establish a pool of high level expertise on core health systems functions and issues that can be rapidly and flexibly deployed for future assignments to various departments of the Ministry of Health and Family Welfare of Bangladesh.  The experts on the roster will work at varying levels of seniority to contribute to evidence generation and knowledge brokering across several technical areas and issues related to health system building blocks.

The members of the roster form a pool of strategic and senior technical resource. They will work closely with the Health Systems team at WHO Country Office of Bangladesh, and senior policy makers from various departments within the Ministry of Health and Family Welfare Bangladesh in a dynamic and high-pressure environment.

They will deliver a mix of inputs as appropriate: providing technical guidance; developing policy documents; national guidelines, standards, and strategies; generating and communicating evidence.




The Health Systems team at WCO-Bangladesh is working closely with various departments of the Ministry of Health and Family Welfare on issues related to Health Systems and Policies. It is also at the forefront of evidence generation and knowledge brokering for health policies and systems. Its mission is to support and promote evidence-informed health policymaking and systems strengthening through comprehensive and rigorous analysis of the dynamics of health systems and policies in Bangladesh.


Summary of assigned duties:


Experts on the roster would be invited to undertake specific, and clearly defined assignments in the areas of health system for which they have been selected as per their specific profile and expertise. These will range widely from capacity building and presenting evidence, to participation in a policy dialogue, to delivering a research project.


Duties could be but not limited to:


1. Provide expertise in one or more of the following key health system areas:

1.1 Health Financing (including the economics of health, health financing policy and planning, strategic purchasing, provider payment mechanism for services, investment case in health, health expenditure tracking, health equity, public financial management, financial risk protection on health, value for money, costing, and sustainability etc.)

1.2 Service delivery (including integrated health service delivery, people centered health systems, primary health care system strengthening, transforming service delivery standards and mechanisms, tele-medicines, and caring for ageing populations etc.)

1.3 Governance (at provider level, health system level, inter-sectoral coordination including regulation for universal coverage, AMR, public health, and health in all policies)

1.4 Health systems performance assessment (including measurement, leadership and management, service quality, patient safety, IPC and blood safety, responsiveness, efficiency and equity)

1.5 Health workforce (including skill mix and staffing norms, career pathway, planning, projection, distribution, retention, motivation, mobility, and informal care)

1.6 Innovation in organization and technologies and implementing change (innovation strategies; scaling up and rolling out; the transferability of policy options)

1.7 Access to medical products (availability and stockouts analysis, market structure for pharmaceuticals, accessibility of medical products including drugs, diagnostics and medical products)

1.8 Health information (quality, completeness shared health record, architecture blueprint, transparency, integration and interoperability of health database, telemedicine, governance structure of information management systems and development of dashboard, repository etc.)


1.9 Development and implementation of digital health strategic action plan


2. Take part in generating evidence to support Bangladesh in their efforts to strengthen health systems. This will entail a mix of the following

2.1 Scoping and horizon scanning activities to identify policy concerns; mapping existing research and data; and identifying policy relevant gaps in evidence

2.2 Background research including literature review, comprehensive synthesis of existing evidence and / or primary research to fill policy relevant gaps

2.3 Development of conceptual frameworks, definitions, study structures, templates and proposals for empirical studies

2.4 Advancing and advising on research/study methodologies to ensure generation of quality evidence responsive to policy needs. needs

2.5 Supporting and / or co-leading secondary research or analytic projects




Deliverables will be specific to individual consultancy and terms of reference.


Educational Qualifications:


For NO-A: University degree in medicine, social science, management, economics or policy from recognized university.

For NO-B & NO-C: Basic University degree in medicine, social science, management, economics or policy with advanced university degree in health policy and planning, health economics, health financing, human resource for health, health information management, essential medicines or health systems policy and research from recognized university.

For NO-D: Advanced university degree in medicine, social science, management, economics or policy with specialization in health policy and planning, health economics, health financing, human resource for health, health information management, essential medicines or health systems policy and research from recognized university.


Doctorate degree in medicine, social science, management, economics, health policy and planning, health economics, health financing, human resource for health, health information management, essential medicines or health systems policy and research.




Below mentioned experience for specific grade level at national level is essential in ANY of the following health systems functions:

  • Integrated health service delivery
  • Health financing
  • Public financial management
  • Access to medicine and medical products
  • Human resources for health
  • Health Information management and digital health
  • Governance and policy planning
  • Health policy and systems research


For NO- A: 2 to 5 Years of relevant experience in Bangladesh

For NO- B: 5 to 10 years of relevant experience in Bangladesh

For NO- C: More than 10 years of relevant experience in Bangladesh

For NO-D:  More than 15 years of relevant experience in Bangladesh



Experience in developing policy, guidelines, strategic plan.



A proven ability to lead or take a senior role in high quality health systems research including comparative research in one or more core health systems area as evident by leadership of or significant contributions to research projects and consortia with a policy relevant and / comparative focus.

Languages required:


Advanced knowledge of English and intermediate knowledge of Bangla is essential


Computer Literacy:


  • Expert knowledge of MS Office (MS Word, MS Excel & MS PowerPoint)
  • Knowledge of database and data analysis.
  • Use of google forms or any other data collection tools




Selected candidate may be asked to perform on-site and/or off-site (virtual/remote) as per nature of assignment.




The assignment may involve travel and details of which form part of ToR for specific assignment. Travel related expenses will be reimbursed as per WHO policies.


Remuneration and budget (travel costs are excluded):



  • For NO-A

Monthly pay ranges: BDT 351,894 to BDT 466,454

Daily pay range: BDT 17,595 to 23,323

  • For NO-B

Monthly pay ranges: BDT 491,015 to BDT 651,828

Daily pay range: BDT 24,551 to BDT 32,591

  • For NO-C

Monthly pay ranges: BDT 685,950 to BDT 907,597

Daily pay range: BDT 34,298 to 45,380

  • For NO-D

Monthly pay ranges: BDT 881,805 to 1,163,295

Daily pay range: BDT 44,090 to BDT 58,165

  • Actual renumeration (monthly or daily basis) will be offered based on the requirements of the terms of reference for the individual consultant contract and in relation to the individual’s academic and professional experience in accordance with WHO’s consultant’s pay band ranges.
  • Expected duration of contract: 2 weeks to 22 months depends on actual requirement (Separate communication will be made with listed candidates under roster) : full time over several months, or part-time (few days per week/month)
