The main aim of the FAO Syria Country Office is to assist government to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to develop the agricultural fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
The Local Security Assistant reports to the FAO Representative, under the technical guidance of the FAO Regional Security Advisor in the Regional Office for the Near East and North Africa (RNE), and the Chief and the Field Security Coordinator of FAO Security Service (DDOS). Work is performed autonomously, showing a high degree of initiative and independent judgment. Supervision received is focused on facilitating service delivery. The incumbent provides guidance and training to security and non-security staff in the Organization as needed.
The Local Security Assistant has frequent contacts with staff, non-staff and visitors at all levels and liaises at the working level with police authorities, local administration, fire services and other emergency services while coordinating and supervising all security and safety issues and procedures.
The Local Security Assistant coordinates the day-to-day security and safety services and keeps the FAO Representative informed of all security and safety threats and risks. This function ensures that the delivery of FAO programmes and activities are in compliance with the country MOSS. He,/she assists the FAO Representative in maintaining the FAO office security plan and keeping an accurate staff listing, national and international.
The Security Assistant plays a lead role in the coordination and supervision of safety and security services. The incumbent's work has a direct impact on the smooth operations of the Service. Actions reflect directly on the successful achievement of the Security Service’s mandate.
Tasks and responsibilities
• Monitor the security environment in the country, and provide timely and accurate security information/advice to the FAO Representative and the Regional Security Advisor, including information regarding compliance with United Nations security policies, practices and procedures;
• Provide timely information to FAOSY Representation and FSO on incidents and change in security situation impacting on FAO staff and activities being implemented in Syria.
• Obtain SMT minutes from areas where FAO has staff deployed – provide analysis and change in trends and recommend mitigation measures FAO should adopt.
• Supervise, coordinate and monitor the implementation of security and safety measures; evaluate the quality of services; prepare reports and recommendations to improve and modernize the security and safety measures including country security and contingency plans (fire plan, building evacuation plan, etc.);
• Implement policies, practices and procedures on security-related matters;
• Maintain close security coordination with UNDSS in the country and security focal points;
• Supervise and coordinate the security guards;
• Plan procurement and maintenance of specialized security equipment; in the FAO compound (CCTV, X-ray machine, metal detector, fire alarm firefighting equipment, radio and satellite communication);
• Ensures vehicle and staff movements are monitored according to the set procedures and that necessary safety and security equipment are available and in good condition;
• Respond to staff security emergencies and provide and/or organize immediate assistance; call emergency services outside working hours and perform first aid, if required; liaise with host country law enforcement agencies in cases of incidents where FAO personnel or their family members are involved;
• Provide ad hoc and/or long term security support to FAO field missions particularly in areas where FAO has no permanent office/presence.
• Update and maintain databases such as contact details, Warden System, updated guidelines, measures, standards and policies, staff lists, routine and confidential correspondence, files/documents compiling etc.;
• Elaborate reports in a timely manner according to UNSMS guidelines that include reporting/updating security incidents/database;
• Conduct exercises and regular radio checks, as well as the administration of Emergency Communications System;
• Instruct, brief and train security and non-security staff in the entire range of security services including drills and exercises on the Contingency Plans and contribute to increasing awareness on safety and security;
• Contributes to the planning, coordination and execution of evacuations and relocations of the staff;
• Monitors the level of SRM/MOSS compliance, Security Risk Management (SRM) and Residential Security Measures (RSM) in the FAO offices in the country. Addresses issues of non-compliance in a timely, proactive and cost effective manner;
• Undertake field security missions to FAO offices and operations in the provinces as required by the FAOR and/or UNDSS, to conduct security assessments to determine the level of risk to FAO operations, and based on those risks identify and implement appropriate risk mitigation measures;
• In close collaboration with RNE/CSDS Field Security contributes to the development and implementation of programme specific safety/security-related strategies and relevant Standard Operating Procedures (SOPs). Assesses and provides recommendations concerning physical/structural security measures for all FAO facilities in the country;
• Perform any other related duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
• University Degree or equivalent in Political Science, Military Studies, Security Management, Management or a relevant field is highly desirable
• Ten years of relevant experience with a national or international police force, armed forces, a private security organization, or security service of a large company/organization, including experience in high-risk locations.
• Excellent oral and written command of English and Arabic.
• National of Syria.
