Result of Service

The ultimate result of this consultancy will be a set of evidence-based recommendations for improvement of the relevance and effectiveness of the gender mainstreaming within the Department, informing the next gender strategy.

The consultant will be employed for a total period of 3 calendar months, starting 15 August 2022.

Duties and Responsibilities

The Compliance, Evaluation and Monitoring Section (CEMS) of the Department of Safety and Security (UNDSS) is looking for a home-based consultant to conduct an evaluation of the DSS Strategy on Gender Equality and Empowerment of Women. The first DSS gender strategy was launched in 2015 and considerable progress has been made in gender mainstreaming across all major UNDSS institutional functions. The first cycle of the Strategy was completed in 2021 and a new strategy is to be launched in 2023, in part guided by the findings of this evaluation.

The consultant will work under the overall supervision and report directly to Chief, CEMS. The consultant will be responsible for designing and conducting the evaluation of the DSS Strategy on Gender Equality and Empowerment of Women stipulated in the evaluation Terms of Reference.

The duties and responsibilities of the Evaluation Officer as as follows:

• Develop, implement and evaluate assigned programmes/projects, etc.; monitor and analyze programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and initiates corrective actions; liaise with relevant parties; ensure follow-up actions.
• Research, analyze and present information gathered from diverse sources.
• Generate survey initiatives; design data collection tools; review, analyze and interpret responses, identify problems/issues and prepare conclusions.
• Organize and prepare written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Provide substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Initiate and coordinate outreach activities; conduct training workshops, and seminars on evaluation methods and approaches
• Engage in evaluation capacity building and support initiatives for Secretariat entities
• Provide advice and guidance to Secretariat entities in building their evaluation capacity
• Review evaluation policies, plans, terms of reference, data collection instruments and reports, to provide methodological support and quality assurance
• Perform other duties as required.

Qualifications/special skills

Academic Qualifications:
• Advanced university degree (Master’s degree or equivalent) in evaluation, social sciences or a related area is required.
• A relevant first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:
• At least seven years of progressively responsible relevant experience in evaluation are required.
• Of the seven years, at least five years of relevant professional experience in design, management and conduct of evaluation processes with multiple stakeholders, survey design and implementation, and project planning, monitoring and management are required.
• Relevant experience in evaluation of gender mainstreaming in programmes or projects is desirable.
• Demonstrated expertise in areas related to gender equality and the empowerment of women, as well as experience in gender mainstreaming in the context of economic and social development programmes/projects is desirable.
• Experience in at least three evaluations with international (development) organizations is required.
• Proven competency in quantitative and qualitative data collection and analysis methods, particularly self-administered surveys, document analysis, and informal and semi-structured interviews are required.

Language:
• Fluent oral and writing communication skills in English are required. Knowledge of other UN official languages is desirable.
