UNICEF Nepal Country Office, Nutrition section is looking for committed and experienced professional, Lead Consultant to support Government of Nepal for the formulation of costed Multi-Sectoral Nutrition Plan (MSNP - III) for July 2023 – December 2030 towards the improvement of adolescents, maternal and child survival, growth and development”. 

Scope of Work

The consultant will identify key success, enabling and impeding factors, gaps, constraints, lesson learned and provide key recommendations through review of the Theory of Change (ToC), objectives, outcomes, outputs, strategies of MSNP-II in the process to formulate costed MSNP-III.

The consultant will be a Lead Consultant and will have another consultant to work with.  He/She will be expected to achieve the following specific objectives:

  •  To review the literature and evidence related to nutrition and food security of Nepal including the other least developed countries with notable progress in nutrition and food security
  •  To review the policy documents related to MSNP
  •  To review the Theory of Change (ToC), objectives, outcomes, and strategies of MSNP-II
  •  To identify key success, enabling and impeding factors, gap, constraints and lesson learnt while implementing MSNP-I and II using SWOT analysis framework.
  •  To provide technical assistance for conduction of workshops (deprivation and causality workshop) and other consultation meetings with government and stakeholders at all levels of government
  •  To facilitate sectoral reference group meetings and compile the inputs, suggestions, recommendations of these groups and include these inputs into draft MSNP-III.
  •  To adopt Amartya Sen’ theory of entitlements while developing the ToC and strategies of MSNP-III
  •  To incorporate cross-cutting themes like GESI, disability, climate change and pandemic like COVID-19 in MSNP-III
  •  To align MSNP-III with N4G commitments and UN Food System Summit
  •  To assist in the documentation of the process of formulation of MSNP-III
  •  To ensure linkages between different sectors and levels of government

  • Form different reference groups among Government of Nepal (GoN) sectors, Development Partners (DP), Civil Society Organizations (CSOs) and private sectors lead by concerned sectoral Ministries/departments as (i) health reference group, (ii) education reference group, (iii) WASH reference group, (iv) Governance reference group, (v) agriculture and livestock reference group, (vi) women, children, GESI reference group, (vii) social sector, DRR and emergency reference group, (viii) MSNP costing, and (ix) communication and advocacy
Submission of the detailed draft desk review report of MSNP I and II including clear road map for MSNP III formulation process     
  • Prepare detail desk review report after consultation with reference group members
  • Conduct and document the workshops for deprivation analysis, causality analysis, theory of change
  • Conduct the meetings of reference groups and document the outcomes
  • Travel to the field to the five provinces, five districts and five local levels for the consultation of MSNP III

Submission overall process documentation report for the formulation of MSNP III (2023-2030)

Submission of field travel report including the outcomes of the provincial, district and local level consultations 

  • Prepare logical framework of MSNP III
  • Develop resource mobilization strategy
  • Analyse institution architecture
  • Document lessons learned from MSNP-I and II
  • Identify and recommended key areas for MSNPIII.
  • Analyse the risk and mitigating measures associated with implementation of MSNP-III.
  • Work with two consultants to be hired by UNICEF who develops the M&E framework and costing for MSNP-III implementation
  • Write up the MSNP III based on above tasks and finalize the draft plan
Submission the draft report of costed MSNP -III (2023- 2030)    
Finalize costed MSNP-III with the adjustment of appropriate feedbacks received from different sectors/stakeholders Submission final version of costed MSNP- III (2023- 2030)     

Duration: The total duration of the contract will be for 96 working days within 8 months duration tentatively starting from 15 July 2022.

Minimum Qualifications required (Knowledge/Expertise/Skills required)

  • Advanced University degree in public health, nutrition, health economics social science, or a related field.
  • Fifteen years of work experience particularly in nutrition and multisector program designing of Government at national and international levels engaging policymakers and Development partners (DPs) at national and sub-national levels and Fluency in English is required
  • Strong analytical skills with the ability to analyse data with attention to detail and accuracy.
  •  Proficient in using statical software like SPSS/ STATA/R and NVivo
  •  Proven experience in qualitative and quantitative data analysis.
  • Skills on program design including situation analysis, causality analysis, theory of change, logical framework, data management, and documentation.
  • Strong documentation and report writing skills both in Nepali and English
  • Negotiation, communication, and advocacy skills
  • Demonstrated skills to work in a diverse team
  • Strategic thinking, coordination, and collaboration skills
  • Proven professional experience in collaborating with government, Donors/development partners, United Nations, and non-governmental agencies in Nepal
  • Knowledge and skills on the development of budget analysis, costing, and financial projection for periodic action plans.
