Job organizational context: The Adolescent Development Officer (Learning) will contribute for the implementation of the Youth and Adolescent Programme which is a key component of the Country Programme. The Youth and Adolescent Officer reports to the: Chief Adolescent Development who is at Level P4.

Purpose for the job:  The Adolescent Development Officer reports to the Chief Adolescent Development for supervision. The Officer provides professional information management, Monitoring and reporting technical, operational and relevant administrative assistance throughout the programming process to support the integration of adolescent development and participation in programmes/projects within the Country Programme. The Officer is responsible for planning preparing, executing, managing and implementing a variety of technical and administrative programme tasks related to youth programme planning, support data collection, support in analysis and collection of data and monitoring and compilation of youth results, data and reports to ensure that suitable monitoring and evaluation systems are in place, implemented as intended, and reporting in a comprehensive and timely manner to facilitate the adolescent and youth section delivers programs that achieve the desired outcomes/impacts.

 How can you make a difference?

Summary of key functions/accountabilities:

1. Support to programme development and planning

  • Contribute to the planning and/or updating the situation analysis by conducting assessments to establish evidence-based data for UNICEF advocacy and development of policies, frameworks and programmes to promote adolescent development and participation in the country and for monitoring results on related programmes/projects.
  • Contribute to the development/establishment of adolescent development and participation programme goals, objectives, strategies and results-based planning through research, collection, analysis and reporting of related information/data for development planning and priority and goal setting; in addition to support data collection, support in analysis and collection of data and monitoring and compilation of youth results, data and reports
  • Provide technical and operational support throughout all stages of programming processes by executing/administering a variety of technical, programme, operational and administrative transactions, preparing related materials/documentations and complying with organizational processes and management systems, to support programme planning, results based planning (RBM) and monitoring and evaluating results.

2. Programme management, monitoring and delivery of results

  • Work closely and collaboratively with colleagues and partners to discuss adolescent development and participation operational and implementation issues; provide solutions, recommendations and/or alert appropriate officials and stakeholders for higher-level intervention and/or decisions. Keep record of reports and assessments for easy reference to capture and institutionalize lessons learned.
  • Provide information management services to the section and participate in monitoring and evaluation exercises, data collection and analysis, programme reviews and annual reviews with government and other counterparts to assess programmes/projects on adolescent development and participation and report on required action/interventions at the higher level of programme management and identify secondary data and information resources, in addition to analyzing them for the programme .
  • Monitor and report on the use of adolescent development and participation programme resources (financial, administrative and other assets), verify compliance with approved allocation/goals, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on critical issues/findings to ensure timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution.
  • Prepare regular/mandated relevant programme/project reports for management, donors and partners to keep them informed of programme progress.

3. Technical and operational support to programme implementation

  • Conduct regular programme field visits and surveys and exchange information with partners/stakeholders to assess progress and provide technical support, take appropriate action to resolve issues and refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
  • Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices on adolescent development and participation related issues to support programme implementation, operations and delivery of results.
  • Support indicator tracking by developing analysis products based on information reported and develop inventory of relevant common data sets (disaggregated by age and gender).

4.  Networking and partnership building

  • Build and sustain effective close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve and sustain results on adolescent development and participation programmes.
  • Ensure data is constantly updated and shared with field and other section colleagues.
  • Draft communication and information materials for CO programme advocacy to promote awareness, establish partnership/alliances and support resource mobilization to ensure the adolescent development and participation programmes are adequately resourced and supported.
  • Participate in appropriate inter-agency (UNCT) meetings/events on programming to collaborate with inter-agency partners/colleagues on UNDAF operational planning and preparation of adolescent development and participation programmes/projects and to integrate and harmonize UNICEF position and strategies with the UNDAF development and planning process.
  • Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes.

5. Innovation, knowledge management and capacity building

  • Identify, capture, synthesize and share lessons learned for knowledge development and to build the capacity of stakeholders; in addition to identify thematic and operational planning, mapping, needs and gaps per location.
  • Apply innovative approaches and promote good practice to support the implementation and delivery of concrete and sustainable programme results.
  • Research and report on best and cutting-edge practices for development planning of knowledge products and systems.
  • Participate as resource person in capacity building initiatives to enhance the competencies of clients/stakeholders.

To qualify as an advocate for every child you will have…

  • A university degree in one of the following fields is required: geographic science, information technology, information systems, sociology, education, or another relevant technical field.
  • A minimum of two years of professional experience in information management, monitoring and evaluation, social development planning and management in adolescent development related areas is required.
  • Significant experience designing Monitoring and Evaluation (M&E) frameworks, including designing/conducting baseline, midline, and endline assessments/reports is required.
  • Significant experience designing research studies is required.
  • Strong knowledge of excel and relevant computer programs and software.
  • Ability to present information in understandable tables, chart, graphs.
  • Knowledge in Adobe illustrator, data storage and file management and data collection and analysis.
  • Experience working in a developing country is considered as an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset.
