Job Description

This is an interim backfill role to cover for an employee who will be out on parental leave.  The duration of the assignment is targeted for 9 months starting in February. However, the start and end dates may change.

Interim Senior Program Officer, Health Products, Programs and Markets, Global Delivery Program

Position Summary

The Health Products, Programs and Markets team is looking for a Senior Program Officer (SPO) to lead and grow a portfolio of investments focused on advancing programmatic and/or market dynamics work for specific high priority vaccine antigens. The role reports to the Deputy Director, HPPM.

  • Run the programmatic Covid-19 vaccine supply ecosystem work
    • Maintain a global production model with forecasted production capacity from key suppliers
    • Work with key collaborators (incl. COVAX, UNICEF, WB, WHO, others) to openly share data on doses available to countries (incl. timing)
    • Provide updates and advice to foundation partners to advise internal strategy
    • Handle existing supply related grants
  • Run the programmatic and market dynamics work for the Bill & Melinda Gates Foundation (BMGF) for PCV
    • Coordinate and lead existing grants; complete grant development and/or grant closure as needed
    • Lead grants on vaccination in humanitarian and fragile settings
    • Maintain relationships with internal BMGF counterparts
    • For programmatic work: maintain relationships with Gavi and technical partners through programmatic forums (e.g. Gavi PROWG)
    • For market dynamics work: maintain relationship with Gavi and market dynamics partners (in particular UNICEF, CHAI) through relevant forums
    • For internal focal point work: coordinate and facilitate focal point model for internal teams via regular PO forums and interactions with PST
    • Travel and participate in relevant conferences and symposium (as allowed during dynamic COVID-19 environment)
  • Run the programmatic work for the Bill & Melinda Gates Foundation (BMGF) for IPV
    • Support Gavi and technical partners with IPV catch up prioritization
    • Track IPV campaigns and 2nd dose applications/introductions
    • Provide monthly updates to leadership through polio team
    • Liaise with IPV Market Dynamics focal point as needed to ensure supply security
  • Run programmatic work on optimization of vaccine programs in the Gavi context
  • Lead a portfolio of grants on vaccinology courses
  • Contribute to cross-vaccines work as needed including the Gavi Task Team, product optimization and immunization initiative.

Education and Experience

Advanced degree with 7+ years of experience, or equivalent experience.

*Must be able to legally work in the country where this position is located without visa sponsorship.

**The foundation requires a COVID-19 vaccination for in-person business in the United States.  Therefore, all U.S. employees are required to present proof of vaccination status upon hire unless they qualify for a medical or religious exemption.

The employee transfer policy applies to internal backfill positions. An employee may apply for an open position after at least 12 months in their current position. If you meet this requirement and wish to pursue a backfill opportunity, you are required to have a conversation with your manager to confirm their support before you apply. In rare cases, the requirement of a minimum of 12 months in a position may be waived if a transfer is critical to the foundation’s goals and is approved by the current manager and their HR Consultant (HR Business Partner or Generalist).

All backfill positions are posted as LTE roles. With current manager support, if selected for the role, FTEs will retain their FTE status during the backfill assignment. Managers will have the option of backfilling for the individual moving to the interim position for a similar duration via the same hiring channels and options as this position. However, current managers may be unwilling or unable to hold headcount for the duration of an interim assignment and may deny the employee’s request. In such cases, the employee may apply for the open LTE position, but if selected, would effectively be resigning as an FTE and would be hired as an LTE for the duration of the interim assignment. As an LTE, employment with the foundation is expected to end at the end of the assignment, and the employee would not be eligible for severance.
