Duties and Qualifications

- In the fulfilment of his/her duties the interpreter must abide by relevant standards. In particular:
- The interpreter is required to read, understand and comply with UNHCR¿s Code of Conduct and realizes that he/she shall be expected to work in the spirit of the principles set forth therein;
- The interpreter is required to read and understand the Undertaking of Confidentiality and Impartiality and understands that he shall be expected to respect the principle of confidentiality and remain impartial in his/her work.
- The interpreter is required to read and understand, and agree to abide by the standards of conduct set forth in the Secretary- General¿s Bulletin, ST/SGB/2003/13 of 9 October 2003, concerning ¿Special measures for protection from sexual exploitation and sexual abuse¿.
Under the direct supervision of the Durable Solutions Officer at UNHCR Libya, the Durable Solutions/Interpreter Assistant will:

- Interpret and/or translate during Refugee Status Determination/Resettlement interviews and counselling sessions and written documents with persons of concern. May be required to assist other units if urgent need arise;
- Interpret and/or translate in meetings/interviews between UNHCR field staff and asylum seekers/refugees on matters related to protection concerns, housing, medical issues, reception, outreach activities, registration issues, refugee status determination, resettlement etc;
- Interpret oral conversations, discussions and interviews including in meetings with government officials, diplomats and others;
- Draft / type routine internal meeting minutes and reports, translate/interpret documents from Arabic to English and vice versa;
- Provide counselling to persons of concern where up-to-date and accurate information on UNHCR¿s resettlement policies and procedures are shared;
- Carry out preliminary screenings with Arabic speaking POCs (via phone) and initial assessments, to process refugees for resettlement following established procedures;
- Assist in mitigating resettlement fraud by reporting suspected fraud;
- Performs other duties as required.

Reporting dates: Daily and Weekly reports to the Supervisor

Essential Minimum Qualifications and Experience:

- Education: High School Diploma; or Bachelor or equivalent or higher with certificate/training in International Law, International Relations or related fields required.
- Job Experience: 2 years of job experience relevant to the functions.
- Frequent contacts involving the exchange of a wide range of information, some of which may be complex
- Desirable with previous relevant experience of interpretation/ translation work.
- Fluency in English and Arabic and any other relevant UN language and an excellent knowledge of the local languages will be an added asset.

See below for this postion's Operational Context
The Interpreter Assistant will be assigned to work with the Refugee Status Determination- (RSD) or Durable Solutions- unit. Upon demand, the interpreter may also support other units including Registration, Field, Community Based Protection or the Public Information/Reporting (PI) unit. The Interpreter will provide in person interpretation in Libya with persons of concern to UNHCR and he/she will also provide remote interpretation online with UNHCR staff connecting on TEAMs from Tunisia. The Interpreter will translate in Resettlement and RSD interviews and counselling sessions between Arabic and/or English. The interpreter may also be asked to translate written documents or statements as necessary. He/she may also be required take part in screening activities to identify solutions for persons of concern to UNHCR.
Duration of Appointment
The initial duration of this engagement with UNHCR Libya is until 31 December 2022 (renewable contract).
